【摘要】：A公司煤制油項(xiàng)目是一次性投資建設(shè)規(guī)模最大的世界級(jí)煤化工項(xiàng)目,具有技術(shù)復(fù)雜、工程量大、管理界面多、管理難度高的特點(diǎn)。煤制油項(xiàng)目工程施工合同總金額在煤制油項(xiàng)目投資中占比較大,對(duì)工程施工合同風(fēng)險(xiǎn)管理的效果,直接影響煤制油項(xiàng)目工程建設(shè)的成效。那么,對(duì)工程施工合同風(fēng)險(xiǎn)管理的研究,一方面有利于總結(jié)煤制油項(xiàng)目工程施工合同風(fēng)險(xiǎn)管理經(jīng)驗(yàn),另一方面可以探索有益的工程施工合同風(fēng)險(xiǎn)管理方法和手段。本文通過借鑒國內(nèi)外工程施工合同風(fēng)險(xiǎn)管理研究現(xiàn)狀,以煤制油項(xiàng)目工程施工合同風(fēng)險(xiǎn)管理為研究對(duì)象,通過查閱資料,基于工程施工合同風(fēng)險(xiǎn)管理相關(guān)理論基礎(chǔ)上,在項(xiàng)目參與單位內(nèi)運(yùn)用實(shí)地調(diào)查法和訪談法,結(jié)合煤制油項(xiàng)目工程施工合同風(fēng)險(xiǎn)管理的內(nèi)容和現(xiàn)狀,從業(yè)主的視角以工程施工合同風(fēng)險(xiǎn)全過程管理為出發(fā)點(diǎn),使用A公司經(jīng)濟(jì)本安體系中的風(fēng)險(xiǎn)分析準(zhǔn)則和評(píng)價(jià)準(zhǔn)則,重點(diǎn)針對(duì)工程施工項(xiàng)目招標(biāo)階段和履行階段的突出問題進(jìn)行了探討和分析研究,列出了風(fēng)險(xiǎn)評(píng)價(jià)清單并提出一些主要的工程施工合同風(fēng)險(xiǎn)管理控制措施。希望對(duì)A公司后續(xù)煤化工項(xiàng)目建設(shè)的工程施工合同風(fēng)險(xiǎn)管理具有一定的借鑒作用和參考價(jià)值。
[Abstract]:The coal oil production project of Company A is a world-class coal chemical project with the largest scale of one-time investment, which has the characteristics of complex technology, large amount of engineering, multi-management interface and high management difficulty. The total amount of construction contract of coal oil production project accounts for a large amount of investment in coal oil production project. The effect of risk management on project construction contract directly affects the effect of coal oil production project construction. Therefore, the study on risk management of engineering construction contract is beneficial to sum up the experience of risk management in construction contract of coal oil project on the one hand, and to explore beneficial methods and means of risk management of construction contract on the other hand. Based on the current situation of risk management of construction contract at home and abroad, this paper takes the risk management of construction contract of coal oil project as the research object, and based on the relevant theory of risk management of engineering construction contract, through consulting information. By using field investigation and interview method in the participating units of the project, combined with the content and present situation of the risk management of the construction contract of the coal oil production project, the whole process management of the project construction contract risk is taken as the starting point from the angle of view of the owner. By using the risk analysis criteria and evaluation criteria in the economic and intrinsic safety system of Company A, the paper discusses and analyzes the outstanding problems in the bidding and performance stages of engineering construction projects. The risk evaluation list is given and some main measures of risk management and control for construction contract are put forward. It is hoped that it can be used for reference and reference value for the construction contract risk management of the follow-up coal chemical project construction of company A.
