導(dǎo)航衛(wèi)星批生產(chǎn)能力提升策略研究

【摘要】:隨著中國航天宇航事業(yè)的發(fā)展,衛(wèi)星生產(chǎn)研制任務(wù)逐年增加,從“十五”到“十二五”期間發(fā)射衛(wèi)星的數(shù)量是成倍數(shù)增長的,研制的衛(wèi)星也從試驗(yàn)型向業(yè)務(wù)應(yīng)用型轉(zhuǎn)變,科研生產(chǎn)模式也逐漸從單星研制模式向小批量生產(chǎn)轉(zhuǎn)變。在此期間,我國衛(wèi)星研制企業(yè)的研制能力也在不斷提升,為適應(yīng)快速生產(chǎn)和高密度發(fā)射要求,宇航型號(hào)積極探索提升衛(wèi)星研制生產(chǎn)能力研究,導(dǎo)航衛(wèi)星開始推行批生產(chǎn)的理念,通過實(shí)施批生產(chǎn),大大提高了導(dǎo)航衛(wèi)星的生產(chǎn)效率,并有效降低了導(dǎo)航衛(wèi)星的研制成本,提升了中國導(dǎo)航衛(wèi)星產(chǎn)品的國際競爭力。當(dāng)前,如何進(jìn)一步提升導(dǎo)航衛(wèi)星批生產(chǎn)能力以盡快實(shí)現(xiàn)導(dǎo)航衛(wèi)星產(chǎn)品組網(wǎng)是導(dǎo)航衛(wèi)星生產(chǎn)研制企業(yè)面臨的重要課題。本文以北斗全球系統(tǒng)組網(wǎng)衛(wèi)星的批生產(chǎn)能力為研究對象,在深入分析北斗全球組網(wǎng)衛(wèi)星批生產(chǎn)現(xiàn)狀的基礎(chǔ)上,剖析北斗導(dǎo)航衛(wèi)星批生產(chǎn)管理存在的問題,并對其進(jìn)行深入分析,運(yùn)用并行工程和流程優(yōu)化等相關(guān)理論,借鑒國內(nèi)外軍工產(chǎn)品的批生產(chǎn)模式,結(jié)合導(dǎo)航衛(wèi)星生產(chǎn)目標(biāo)從流程優(yōu)化、管控程序優(yōu)化和信息化手段建設(shè)三方面路徑對導(dǎo)航衛(wèi)星批生產(chǎn)能力提升進(jìn)行分析研究,以達(dá)到提高衛(wèi)星批生產(chǎn)效率、滿足全球衛(wèi)星導(dǎo)航系統(tǒng)建設(shè)進(jìn)度的目標(biāo)。最后,對導(dǎo)航衛(wèi)星實(shí)施批生產(chǎn)能力提升之后的效能評估進(jìn)行討論,并據(jù)此提出了進(jìn)一步實(shí)施的保障措施。本文的研究一方面為導(dǎo)航衛(wèi)星批生產(chǎn)能力提升提供有效支撐,極大地提升了導(dǎo)航衛(wèi)星批生產(chǎn)的能力,同時(shí)也為其他型號(hào)衛(wèi)星研制能力的提升提供了實(shí)踐參考。
[Abstract]:With the development of China's aerospace industry, the task of satellite production and development has increased year by year. The number of satellites launched during the 10th Five-Year Plan to the Twelfth Five-Year Plan has increased exponentially, and the satellites developed have also changed from experimental to operational. The mode of scientific research and production has gradually changed from single-star development mode to small-batch production. During this period, the research capability of China's satellite research and development enterprises has also been continuously upgraded. In order to meet the requirements of rapid production and high-density launch, the aerospace model actively explored and promoted the research of satellite development production capacity, and the navigation satellite began to implement the concept of batch production. By implementing batch production, the production efficiency of navigation satellite is greatly improved, the development cost of navigation satellite is reduced effectively, and the international competitiveness of navigation satellite products of China is improved. At present, how to further enhance the production capacity of navigation satellite batches in order to realize the navigation satellite product network as soon as possible is an important task facing the navigation satellite production and development enterprises. This paper takes the batch production capacity of Beidou Global system Networked Satellite as the research object, on the basis of deeply analyzing the status quo of Beidou Global Networked Satellite batch production, analyzes the problems existing in Beidou GNSS batch production management, and makes an in-depth analysis on the production and management of Beidou Navigation Satellite batch. Based on the theories of concurrent engineering and process optimization, the batch production model of military products at home and abroad is used for reference, and the navigation satellite production target is used to optimize the process. In order to improve the efficiency of satellite batch production and to meet the goal of the construction progress of global satellite navigation system, the optimization of control program and the construction of information technology are analyzed and studied in order to improve the production capacity of navigation satellite batch. Finally, the effectiveness evaluation after the increase of GNSS production capacity is discussed, and the guarantee measures for further implementation are put forward. The research in this paper not only provides an effective support for improving the production capacity of navigation satellite batches, but also provides a practical reference for the development of other types of satellites.
