【摘要】：軍民融合型科技工業(yè)協(xié)同創(chuàng)新體系是國防科技工業(yè)和國家高科技產業(yè)發(fā)展的基礎與內在動力�；趪H比較視角,從激勵機制、約束機制及法律政策保障等方面比較美日德等發(fā)達國軍民融合型協(xié)同創(chuàng)新體系發(fā)展情況,構建我國軍民融合型科技工業(yè)協(xié)同創(chuàng)新體系,探討"國防需求拉動"、"民用需求拉動"和"科學研究推動"3種動力機制下軍民融合型科技工業(yè)協(xié)同創(chuàng)新體系運行模式。
[Abstract]:The cooperative innovation system of military and civil integrated science and technology industry is the foundation and internal motive force for the development of national defense science and technology industry and national high technology industry. Based on the perspective of international comparison, this paper compares the development of military-civil integration innovation system in the developed countries, such as America, Japan and Germany, from the aspects of incentive mechanism, restraint mechanism and legal policy guarantee, and constructs the cooperative innovation system of military-civil-military integrated science and technology industry in China. This paper probes into the operation mode of the cooperative innovation system of military-civilian integrated science, technology and industry under the three motive mechanisms of "national defense demand pull", "civilian demand pull" and "scientific research promotion".
