【摘要】：大中型水電工程作為影響地區(qū)社會經(jīng)濟(jì)長遠(yuǎn)發(fā)展的重大系統(tǒng)工程,基本都包含工作量巨大的移民安置項目,它不僅決定著工程進(jìn)度和成本,更關(guān)乎地區(qū)社會穩(wěn)定�；诶嫦嚓P(guān)者理論,探討水電工程移民項目治理的合理性,進(jìn)而采用多錐細(xì)分法和米切爾評分法對水電工程移民項目的主要利益相關(guān)主體進(jìn)行分類識別,從水電工程中資源影響、關(guān)系程度、社會性3個方面進(jìn)行分類,提煉出確定型利益相關(guān)者、預(yù)期型利益相關(guān)者和潛在型利益相關(guān)者3種類型,總結(jié)這些主體的行為和風(fēng)險,進(jìn)而梳理出內(nèi)部治理和外部治理共舉的水電工程移民項目治理結(jié)構(gòu)。在治理理論的基礎(chǔ)上,識別出水電工程移民項目的賦權(quán)與網(wǎng)絡(luò)協(xié)商機(jī)制、利益共享機(jī)制、激勵與約束機(jī)制,從而為我國推進(jìn)實施水電工程移民項目奠定理論基礎(chǔ)。
[Abstract]:Large and medium-sized hydropower projects, as a major system engineering affecting the long-term development of regional social economy, basically include resettlement projects with huge workload. It not only determines the progress and cost of the project, but also relates to regional social stability. Based on stakeholder theory, this paper discusses the rationality of the governance of hydropower project migration project, and then uses multi-cone subdivision method and Mitchell score method to classify and identify the main stakeholders of hydropower project resettlement project. According to the classification of resource influence, relationship degree and sociality in hydropower projects, three types of deterministic stakeholders, prospective stakeholders and potential stakeholders are extracted, and their behaviors and risks are summarized. Then combing out the internal governance and external governance of hydropower project resettlement project governance structure. On the basis of governance theory, the mechanism of empowerment and network negotiation, benefit sharing mechanism, incentive and restraint mechanism of hydropower project migration project are identified, thus laying a theoretical foundation for the implementation of hydropower project migration project in China.
