【摘要】：電網(wǎng)建設(shè)的快速發(fā)展對電力物資采購管理提出了新的更高要求,開展電力物資采購成功率策略研究勢在必行。從完善采購策略、優(yōu)化采購流程、保障物資供應(yīng)三個層面,闡述了采購成功率研究的目的與意義。通過大數(shù)據(jù)分析和調(diào)查研究,從招標人、投標人和其他因素三個方面,歸納分析了流標常見原因。根據(jù)梳理出的流標原因,從優(yōu)化招標方案和策略、加強招投標過程控制、加強供應(yīng)商管理和非常規(guī)電網(wǎng)物資采購管理四個維度,對提高采購成功率提出了針對性對策。
[Abstract]:The rapid development of power grid construction puts forward new and higher requirements for the procurement management of electric power materials, so it is imperative to carry out the research on the strategy of successful purchase of electric power materials. This paper expounds the purpose and significance of the research on the success rate of purchasing from three aspects: perfecting the purchasing strategy, optimizing the purchasing process and ensuring the material supply. Through the analysis and investigation of big data, this paper summarizes and analyzes the common reasons of flow mark from three aspects: tenderer, bidder and other factors. According to the reason of flow mark, this paper puts forward some countermeasures to improve the success rate of procurement by optimizing the bidding scheme and strategy, strengthening the control of bidding process, strengthening the management of suppliers and purchasing materials of unconventional power grid.
