M省電力公司信息化項目精益化管理研究

【摘要】:隨著“三集五大”體系建設工作的不斷深入和推進,對電力信息化項目的管理提出了更高的要求,對信息化項目管理融合帶來了更大的挑戰(zhàn)。另一方面,國家電網(wǎng)公司提出了“強基固本、奮力爭先、接軌國際”的工作思路,要求梳理電力公司和國內一流及國際先進企業(yè)之間存在的差距。要求電力企業(yè)不斷提升管理水平,逐步縮短與先進之間的差距。為此,國內一些電力企業(yè)正將精益管理的理論與方法應用于電力企業(yè)各個環(huán)節(jié),開展了精益管理的實踐活動,取得了較好的效果。但是,學術界對電力企業(yè)精益化管理的研究還不多,對于電力企業(yè)精益化管理的理論研究就更少。為此,開展電力企業(yè)精益化管理理論與實踐的探索,不僅是對精益化管理理論的擴展與完善,同時也將有助于精益管理理論在電力企業(yè)的推廣和應用。通過綜合運用精益管理與信息化項目管理的相關理論,建立并實施電力企業(yè)信息化項目精益化管理的方案,必將對電力企業(yè)信息化的升級改造、提升信息管理水平起到重要的推動作用。本文首先闡述了電力公司開展信息化項目精益化管理的意義,對國內外精益化管理的理論和研究和實際應用進行了深入分析,接著對精益化管理理論、管理模式和績效評價理論知識進行了系統(tǒng)的闡述,并分析了信息化項目管理特點。然后,本文闡述了當前階段電力企業(yè)信息化發(fā)展過程中存在的問題,并以M省電力公司為例,列舉了信息化發(fā)展過程中存在的問題。通過對存在問題的分析,文章提出了M省電力公司信息化項目全周期精益化管理方案,方案包括確立項目管理制度、建立全周期管理流程、實現(xiàn)項目全過程管控、完善項目溝通機制、實施組織宣貫和人力資源保證六個部分,并選擇了規(guī)范流程工具管理方法來保證方案的有效實施,并建立了信息化項目精益管理的績效評價方法。最后,以M省電力公司的電能質量在線監(jiān)測系統(tǒng)為例,將本文提出的全周期精益化管理方案和實施方法應用到該信息化項目中,通過對該項目建設效果進行評價,證明了精益化管理對信息化項目建設的積極作用,為M省電力公司的相關信息化項目建設提供了有益的參考。
[Abstract]:With the development of the system construction of "three sets and five", the management of the electric power informatization project has put forward higher requirements, and has brought more challenges to the integration of the information project management. On the other hand, the State Grid Company has put forward the working idea of "strengthening the base, striving to get ahead of the world", which requires that the gap between the power companies and the domestic and international advanced enterprises be combed. Electric power enterprises are required to improve their management level and gradually shorten the gap between the advanced and the advanced. For this reason, some domestic electric power enterprises are applying the theory and method of lean management to every link of electric power enterprises, and have carried out practical activities of lean management, and have achieved good results. However, there are few researches on lean management of electric power enterprises in academic circles, and the theoretical research on lean management of power enterprises is even less. Therefore, the exploration of lean management theory and practice in electric power enterprises is not only an extension and perfection of lean management theory, but also helpful to the popularization and application of lean management theory in electric power enterprises. Through the comprehensive application of the relevant theories of lean management and information project management, the scheme of lean management of electric power enterprise informatization project will be established and implemented, which will certainly upgrade and transform the electric power enterprise informatization. Improving the level of information management plays an important role in promoting. In this paper, the significance of developing lean management of information project in electric power company is expounded, and the theory, research and practical application of lean management at home and abroad are deeply analyzed, and then the theory of lean management is analyzed. The management model and the theory of performance evaluation are expounded systematically, and the characteristics of information project management are analyzed. Then, this paper expounds the problems existing in the development of electric power enterprise informatization at present stage, and takes M province electric power company as an example, enumerates the existing problems in the process of information development. Based on the analysis of the existing problems, the paper puts forward the scheme of the whole cycle lean management of the informatization project of M province electric power company. The scheme includes establishing the project management system, establishing the whole cycle management flow, realizing the whole process control and control of the project. Improve the project communication mechanism, implement the six parts of organization promotion and human resource guarantee, and choose the standardized process tool management method to ensure the effective implementation of the project, and establish the performance evaluation method of the information project lean management. Finally, taking the power quality on-line monitoring system of M province electric power company as an example, the whole cycle lean management scheme and implementation method proposed in this paper are applied to the information project, and the construction effect of the project is evaluated. It is proved that lean management plays an active role in the construction of information project and provides a useful reference for M province electric power company.
