【摘要】：當(dāng)前,中國石油天然氣股份有限公司產(chǎn)品盈利空間越來越小,成品油售價(jià)持續(xù)下調(diào),煉化企業(yè)通過內(nèi)部挖潛增效、節(jié)能降耗來提高企業(yè)盈利能力。DQ煉化公司隸屬于中國石油天然氣股份有限公司,具有龐大的生產(chǎn)規(guī)模,物資采購管理涉及面廣。同時(shí),煉油化工企業(yè)因其生產(chǎn)上的高溫、高壓、有毒、有害、連續(xù)作業(yè)等特殊性,致使其物資采購管理工作不僅需要考慮到制定合理的采購價(jià)格,還必須保證采購物資的質(zhì)量。根據(jù)以上原因,必須要建立起現(xiàn)代化的采購管理理念,進(jìn)一步優(yōu)化采購管理工作,發(fā)現(xiàn)、糾正采購工作中的不良環(huán)節(jié),完善相關(guān)制度,從而提高采購效益。本文以理論與實(shí)際相結(jié)合的方式,在查閱大量相關(guān)文獻(xiàn),歸納總結(jié)國內(nèi)外物資采購理論后,深入研究了DQ煉化公司在物資采購環(huán)節(jié)的現(xiàn)狀和特點(diǎn)。發(fā)現(xiàn)了該公司采購環(huán)節(jié)存在的當(dāng)前存在的主要問題,包括物資采購流程不完善、需求計(jì)劃提報(bào)與審核不準(zhǔn)確、物資供應(yīng)商管理不夠規(guī)范、采購價(jià)格與市場脫節(jié)、內(nèi)部溝通存在交流不足五個(gè)方面。本文結(jié)合先進(jìn)的物資采購管理理論,進(jìn)行深入分析,找出問題出現(xiàn)的主要原因,并提出有針對性的優(yōu)化策略,如拓展采購方式、加強(qiáng)需求計(jì)劃的提報(bào)和審核管理、提升內(nèi)部溝通效果等,進(jìn)一步提高DQ煉化公司的物資采購管理水平,達(dá)到提高采購效率、降低采購成本的目的。同時(shí),也可以為其他同處于中國石油的其他分公司規(guī)范物資采購管理工作提供經(jīng)驗(yàn)和思路。
[Abstract]:At present, the profit margin of the products of China National Petroleum Co., Ltd. is getting smaller and smaller, the price of refined oil has been continuously lowered, and refineries and chemical enterprises have been tapping potential and increasing efficiency through their internal operations. Energy saving and consumption reduction to improve the profitability of enterprises. DQ Refining and Chemical Company belongs to China National Petroleum and Natural Gas Co., Ltd., has a large scale of production, material procurement management involves a wide range. At the same time, because of the particularity of high temperature, high pressure, toxic, harmful and continuous operation in the production of refinery and chemical enterprises, it is necessary not only to make reasonable purchase price, but also to ensure the quality of purchasing materials. According to the above reasons, it is necessary to establish the modern purchasing management concept, further optimize the procurement management, find out, correct the bad links in the procurement work, perfect the related system, and improve the purchasing benefit. In this paper, by combining theory with practice, after consulting a large number of relevant documents and summarizing the domestic and foreign material procurement theory, the paper deeply studies the present situation and characteristics of DQ Refinery and Chemical Company in material procurement. The main problems existing in the purchasing link of the company are found, including imperfect material procurement process, inaccurate presentation and audit of demand plan, inadequate management of material suppliers, disconnection between purchase price and market. There are five aspects of internal communication. Based on the advanced material purchasing management theory, this paper makes a thorough analysis, finds out the main causes of the problems, and puts forward some targeted optimization strategies, such as expanding the purchasing mode, strengthening the report presentation and audit management of the demand plan. Improve the effect of internal communication, further improve the material procurement management level of DQ Refining and Chemical Company, achieve the purpose of improving procurement efficiency and reducing procurement costs. At the same time, it can also provide experience and ideas for other branches in PetroChina to standardize material procurement management.
