【摘要】：林縣在歷史上是一個(gè)十年九旱的地區(qū),林縣人民為了能在這片土地上生存,不斷地進(jìn)行著水利建設(shè),與水進(jìn)行抗?fàn)?然而分散的水利設(shè)施并不能解決林縣的缺水問(wèn)題。人民公社時(shí)期為水利工程的大規(guī)模建設(shè)提供了條件,在毛澤東“水利是農(nóng)業(yè)的命脈”的號(hào)召下,林縣在這一時(shí)期主要修建了三座中型水庫(kù)和紅旗渠工程。雖然在修建過(guò)程中存在一些問(wèn)題,但通過(guò)連接以往修建的渠道,在全縣范圍內(nèi)形成了良好的水利體系,徹底解決了林縣的缺水問(wèn)題。同時(shí),林縣所形成的水利體系在一定程度上不同于華東、華南、華中所代表的南方水利體系和山西地區(qū)的水利體系,渠、庫(kù)、井、旱池相結(jié)合是林縣水利體系的特點(diǎn)。人民公社體制使林縣政府具有強(qiáng)大的組織能力,為林縣在1958年到1969年的水利建設(shè)提供了許多便利,并在人力、物力、財(cái)力上對(duì)水利建設(shè)給予了保障,間接的促使了林縣水利體系的建立。與此同時(shí),卻也給林縣水利體系帶來(lái)了一些問(wèn)題和隱患,但是林縣形成水利體系的成績(jī)?nèi)允侨嗣窆珞w制對(duì)林縣水利建設(shè)作用的主流。除此之外,要對(duì)林縣水利體系有一個(gè)正確的認(rèn)識(shí),人民公社時(shí)期只是林縣水利體系得以最終形成的時(shí)期,紅旗渠也只是林縣水利體系中最重要的也是最終的一環(huán)而已。
[Abstract]:Lin County in history is a drought of ten years, the people of Lin County in order to survive in this land, water conservancy construction, and fight against the water. However, scattered water conservancy facilities can not solve the water shortage problem in Lin County. The people's Commune period provided conditions for large-scale construction of water conservancy projects, under the call of Mao Zedong, "Water conservancy is the lifeblood of agriculture". Lin County mainly built three medium-sized reservoirs and Hongqi canal project in this period. Although there are some problems in the process of construction, a good water conservancy system has been formed in the whole county by connecting the channels built in the past. At the same time, the water conservancy system formed in Lin County is to some extent different from the water conservancy system in the south of China, the south water conservancy system in the middle of China and the water conservancy system, canal, reservoir and well in Shanxi. The combination of dry ponds is the characteristics of the water conservancy system in Lin County. The people's commune system makes the government of Lin County have a strong organizational ability, which provides a lot of convenience and manpower for the construction of water conservancy in Lin County from 1958 to 1969. Material resources, financial resources to provide protection for water conservancy construction, indirectly promoted the establishment of water conservancy system in Linxian County, but at the same time, it also brought some problems and hidden dangers to the water conservancy system of Lin County. But the achievement of forming water conservancy system in Lin County is still the mainstream of people's commune system to the construction of water conservancy in Lin County. In addition, it is necessary to have a correct understanding of the water conservancy system in Lin County. The people's commune period was only the period when the water conservancy system of Lin County was finally formed, and the Hongqi Canal was only the most important and final link in the water conservancy system of Lin County.
