【摘要】：目的:為實現(xiàn)貴州省醫(yī)藥產(chǎn)業(yè)的可持續(xù)發(fā)展提供參考。方法:采用文獻(xiàn)查閱、個人訪談及問卷調(diào)查等方法相結(jié)合,對貴州省醫(yī)藥產(chǎn)業(yè)發(fā)展現(xiàn)狀進(jìn)行調(diào)查和分析,進(jìn)而針對存在的不足提出相應(yīng)對策建議。結(jié)果:文獻(xiàn)查閱范圍包括通過百度搜索引擎獲得的網(wǎng)絡(luò)文獻(xiàn),政府行政部門門戶網(wǎng)站發(fā)布的資料、文件以及中國知網(wǎng)、維普數(shù)據(jù)庫收錄的文獻(xiàn);個人訪談涉及貴州省食品藥品監(jiān)督管理局政策法規(guī)處、藥品化妝品生產(chǎn)監(jiān)管處、醫(yī)療器械監(jiān)管處的5名相關(guān)管理人員;問卷調(diào)查(對象為藥品生產(chǎn)企業(yè))共發(fā)放問卷70份,回收有效問卷57份,有效回收率為81.4%。貴州省目前共有藥品生產(chǎn)企業(yè)175家(有56.5%集中在貴陽市),醫(yī)療器械生產(chǎn)企業(yè)106家;57家受訪藥品生產(chǎn)企業(yè)中通過2010版《藥品生產(chǎn)質(zhì)量管理規(guī)范》(GMP)認(rèn)證的占87.8%。貴州省中藥材品種數(shù)居全國第2位,2015年中藥材人工種植及野生保護(hù)撫育總面積居全國第3位,中成藥工業(yè)產(chǎn)值占全省醫(yī)藥工業(yè)總產(chǎn)值的85.1%,但獲得審批的新藥中無1、2類新藥、研發(fā)人員中高學(xué)歷層次人才明顯偏少;化學(xué)藥產(chǎn)業(yè)的產(chǎn)出能力遠(yuǎn)低于全國平均水平,化學(xué)藥工業(yè)產(chǎn)值僅占全省醫(yī)藥工業(yè)總產(chǎn)值的10%左右,且由藥品生產(chǎn)企業(yè)主持申報的新藥近年獲批成功率幾乎為零;生物制品產(chǎn)業(yè)為新興產(chǎn)業(yè),目前僅有3家生物制品生產(chǎn)企業(yè);醫(yī)療器械產(chǎn)業(yè)生產(chǎn)的341個產(chǎn)品中Ⅰ類146個、Ⅱ類190個、Ⅲ類5個,覆蓋范圍較窄,生產(chǎn)種類較少,整體水平在全國相對落后;醫(yī)藥衍生品產(chǎn)業(yè)已有7.0%的受訪藥品生產(chǎn)企業(yè)涉足,且中醫(yī)藥保健養(yǎng)生業(yè)的發(fā)展越來越受到重視。結(jié)論:貴州省醫(yī)藥產(chǎn)業(yè)以中藥民族藥產(chǎn)業(yè)為主導(dǎo),化學(xué)藥、生物制品、醫(yī)療器械產(chǎn)業(yè)發(fā)展滯后,醫(yī)藥衍生品產(chǎn)業(yè)需更好地促進(jìn)中醫(yī)藥與健康養(yǎng)生的融合;產(chǎn)業(yè)整體戰(zhàn)略意識較落后,高端研發(fā)人才較缺乏,自主創(chuàng)新能力較弱。建議進(jìn)行頂層設(shè)計,引導(dǎo)企業(yè)兼并、重組;發(fā)展特色醫(yī)藥,深度扶持小分子化學(xué)藥和生物制品生產(chǎn)企業(yè);深化產(chǎn)業(yè)政策理解,加大自主創(chuàng)新投入;開發(fā)新醫(yī)藥衍生產(chǎn)品,拓展醫(yī)藥電子商務(wù)銷售渠道;拓寬產(chǎn)業(yè)鏈深度、廣度和寬度,挖掘醫(yī)藥大數(shù)據(jù)。
[Abstract]:Objective: to provide a reference for the sustainable development of pharmaceutical industry in Guizhou Province. Methods: the current situation of pharmaceutical industry in Guizhou province was investigated and analyzed by means of literature review, personal interview and questionnaire survey. And then put forward the corresponding countermeasures and suggestions in view of the shortcomings. Results: the scope of literature access includes the search engine through Baidu network documents published by the government administration portal documents and China knowledge network. The literature included in the WIP database; The personal interview involved 5 relevant managers of Guizhou Province Food and Drug Administration Policy and Law Department, Drug and Cosmetics production Supervision Office and Medical device Supervision Office. A total of 70 questionnaires were sent out and 57 valid questionnaires were collected. The effective recovery rate is 81.4. There are 175 pharmaceutical enterprises in Guizhou province (56.5% concentrated in Guiyang City and 106 in medical device production enterprises). Of the 57 drug manufacturing enterprises surveyed, 87.8were certified by the 2010 edition of the quality Management Standard for Pharmaceutical production (GMP). Guizhou Province ranks second in the number of varieties of traditional Chinese medicinal materials in the country. In 2015, the total area of artificial cultivation and wildlife conservation of Chinese medicinal materials ranked third in the country. The output value of proprietary Chinese medicine industry accounted for 85.1% of the total value of the province's pharmaceutical industry, but none of the new drugs approved and approved included 1 or 2 new drugs. The number of R & D personnel with higher educational level is obviously less than that of R & D personnel. The output capacity of the chemical industry is far lower than the national average, and the output value of the chemical industry accounts for only about 10% of the total output value of the pharmaceutical industry of the whole province. In recent years, the success rate of new drugs approved by pharmaceutical manufacturing enterprises is almost zero.
