【摘要】：為推進(jìn)煤炭清潔高效低碳利用,通過分析國(guó)內(nèi)外煤炭節(jié)能環(huán)保發(fā)展形勢(shì),立足煤礦實(shí)踐,提出我國(guó)"十三五"期間煤炭工業(yè)節(jié)能環(huán)保發(fā)展思路和重點(diǎn)工作。"十三五"期間煤炭行業(yè)應(yīng)秉承"創(chuàng)新、協(xié)調(diào)、綠色、開放、共享"的發(fā)展理念,推進(jìn)綠色發(fā)展、循環(huán)發(fā)展、低碳發(fā)展,從源頭實(shí)現(xiàn)煤炭的清潔高效利用。節(jié)能環(huán)保發(fā)展思路主要圍繞6個(gè)方面,包括堅(jiān)持高效發(fā)展,推進(jìn)"技術(shù)創(chuàng)新+精細(xì)化管理";堅(jiān)持清潔發(fā)展,推行清潔能源替代;堅(jiān)持綠色發(fā)展,控制污染物排放總量;堅(jiān)持循環(huán)發(fā)展,提高廢棄資源綜合利用率;堅(jiān)持低碳發(fā)展,推進(jìn)低濃度瓦斯綜合利用;強(qiáng)化生態(tài)恢復(fù)與治理,發(fā)展礦區(qū)旅游。依據(jù)發(fā)展思路提出重點(diǎn)工作主要為推動(dòng)礦井水產(chǎn)業(yè)化,推進(jìn)煤矸石等固體廢棄物綜合利用,加快煤礦瓦斯的綜合利用,加強(qiáng)礦區(qū)生態(tài)環(huán)境治理與修復(fù),構(gòu)建礦區(qū)低碳發(fā)展體系。
[Abstract]:In order to promote clean, high efficiency and low carbon utilization of coal, coal conservation and environmental protection development situation at home and abroad is analyzed, based on coal mine practice. This paper puts forward the ideas and key work of energy saving and environmental protection development of coal industry during the 13th Five-Year Plan period. During the 13th Five-Year Plan period, the coal industry should follow the development concept of "innovation, coordination, green, openness and sharing". Promote green development, recycling development, low-carbon development, from the source to achieve clean and efficient use of coal. Energy conservation and environmental protection development ideas around six aspects, including adhering to efficient development. Promoting "fine management of technological innovation"; Adhere to clean development and promote clean energy substitution; Adhere to the green development, control the total amount of pollutants discharge; Persisting in circular development and improving the comprehensive utilization ratio of abandoned resources; Adhere to the development of low carbon, promote the comprehensive utilization of low concentration gas; Strengthen ecological restoration and management, develop mining area tourism. According to the development ideas, the main work is to promote the industrialization of mine water, promote the comprehensive utilization of coal gangue and other solid wastes, and accelerate the comprehensive utilization of coal mine gas. Strengthen the ecological environment management and rehabilitation of mining areas, and build a low-carbon development system in mining areas.
