人力資本投入對(duì)區(qū)域創(chuàng)新績(jī)效的影響研究——基于知識(shí)產(chǎn)權(quán)保護(hù)制度門(mén)限回歸

【摘要】:基于2009-2013年度中國(guó)23個(gè)省市區(qū)的面板數(shù)據(jù),以區(qū)域創(chuàng)新系統(tǒng)知識(shí)產(chǎn)權(quán)保護(hù)強(qiáng)度為門(mén)限變量,利用面板門(mén)限回歸模型,探究不同門(mén)限效應(yīng)下,創(chuàng)新人力資本投入對(duì)區(qū)域創(chuàng)新績(jī)效影響的差異性。實(shí)證研究結(jié)果表明創(chuàng)新人力資本投入與滯后二期的專(zhuān)利授權(quán)量之間存在顯著的三重門(mén)限效應(yīng),知識(shí)產(chǎn)權(quán)保護(hù)強(qiáng)度處于[0.184,0.256]、[0.256,0.448]及大于0.448時(shí),創(chuàng)新人力資本投入對(duì)專(zhuān)利授權(quán)量的影響系數(shù)分別為0.483、0.682、0.592,促進(jìn)作用先增后減。創(chuàng)新人力資本投入與滯后三期的新產(chǎn)品銷(xiāo)售收入之間均存在顯著的雙重門(mén)限效應(yīng),知識(shí)產(chǎn)權(quán)保護(hù)強(qiáng)度處于小于0.140、[0.140,0.980]、大于0.980時(shí),創(chuàng)新人力資本投入對(duì)新產(chǎn)品銷(xiāo)售收入的影響系數(shù)分別為0.503、0.318、0.241,促進(jìn)作用漸小。在實(shí)證研究的基礎(chǔ)上,從人才機(jī)制的完善、提升知識(shí)產(chǎn)權(quán)保護(hù)強(qiáng)度及科研成果有效轉(zhuǎn)化三方面,提出促進(jìn)人力資本投入對(duì)創(chuàng)新績(jī)效的推動(dòng)作用的對(duì)策。
[Abstract]:Based on the panel data of 23 provinces and municipalities in China in 2009-2013, using the IPR protection intensity of regional innovation system as the threshold variable, using the panel threshold regression model to explore the different threshold effects. The empirical results show that there is a significant triple threshold effect between innovative human capital investment and patent licensing in the second phase. When the intensity of intellectual property protection is at [0.184, 0.256], [0.256, 0.448] and greater than 0.448, The influence coefficient of innovation human capital investment on patent licensing is 0.483n0.682n0.592respectively. The promoting effect increases first and then decreases. There is a significant double threshold effect between innovation human capital investment and the new product sales income which lags behind three periods. When the intensity of intellectual property protection is less than 0.140, [0.140 ~ 0.980], when it is greater than 0.980, the influence coefficient of innovative human capital input on the sales income of new products is 0.5030.3180.241 respectively, which has a small promoting effect. On the basis of empirical research, the consummation of talent mechanism, In order to improve the intensity of intellectual property protection and the effective transformation of scientific research results, this paper puts forward the countermeasures to promote the promotion of human capital investment to the innovation performance.
