【摘要】：從農(nóng)村基層民主發(fā)展的進(jìn)程來看,我國村民自治經(jīng)歷了由"大民主"向"制度民主"演進(jìn)的階段,其中《中華人民共和國村民委員會組織法》扮演了重要角色。法律在完成重大修訂后,擴(kuò)大了農(nóng)村基層民主自治的參與范圍,進(jìn)一步規(guī)范了村級民主選舉、民主議事、民主管理和民主監(jiān)督的程序。但基層民主建設(shè)畢竟是長期和系統(tǒng)的工程,我國村民自治之路仍存在村民參與內(nèi)在動力不足、自治權(quán)與行政權(quán)沖突等問題,需要在主體定位、宏觀政策、民主程序、制度保障等多方面形成路徑合力,以確保農(nóng)村基層民主建設(shè)穩(wěn)步發(fā)展。
[Abstract]:From the perspective of the process of the development of rural grass-roots democracy, the villagers' autonomy in our country has experienced a stage of evolution from "great democracy" to "institutional democracy", in which the Organic Law of the villagers' Committee of the people's Republic of China plays an important role. After the completion of major amendments, the law has expanded the scope of participation in rural grass-roots democratic autonomy and further standardized the procedures for democratic election, democratic deliberation, democratic management and democratic supervision at the village level. However, the construction of grass-roots democracy is after all a long-term and systematic project. There are still some problems in the road of villagers' autonomy in China, such as the lack of inherent motivation for villagers' participation, the conflict between autonomy and administrative power, and so on. They need to be positioned as subjects, macro policies, democratic procedures, etc. In order to ensure the steady development of the rural grassroots democracy construction, institutional protection and other aspects form the path joint forces.
