【摘要】：由于海洋油氣資源多處于國家間爭議海域或重疊海域,容易引起沿海各國對爭議海域或重疊海域油氣資源勘探開發(fā)的國際合作和爭端。二戰(zhàn)后海洋油氣資源勘探開發(fā)的國際合作與爭端的歷史演變可以分為三個時期。本文選取了兩個爭端案例進(jìn)行分析,總結(jié)出形成爭端的原因。通過對三個共同開發(fā)的典型案例進(jìn)行分析,闡述各國能夠?qū)崿F(xiàn)共同開發(fā)的影響因素。中國提出的"擱置爭議,共同開發(fā)"的主張是當(dāng)今世界解決在爭議海域油氣資源勘探開發(fā)的最佳選擇。
[Abstract]:Because most of the offshore oil and gas resources are in the disputed or overlapping areas between countries, it is easy to cause international cooperation and disputes between coastal countries over the exploration and development of oil and gas resources in the disputed areas or overlapping areas. The historical evolution of international cooperation and disputes in the exploration and development of offshore oil and gas resources after World War II can be divided into three periods. This paper selects two dispute cases to analyze, and summarizes the causes of the dispute. Through the analysis of three typical cases of joint development, this paper expounds the influencing factors that countries can realize joint development. The idea of "shelving disputes and developing together" put forward by China is the best choice to solve the exploration and development of oil and gas resources in the disputed areas in the world today.
