【摘要】：核能及其利用存在風(fēng)險(xiǎn),需要進(jìn)行風(fēng)險(xiǎn)管理。量化風(fēng)險(xiǎn)學(xué)派認(rèn)為,風(fēng)險(xiǎn)就是某一事件發(fā)生的"概率",風(fēng)險(xiǎn)管理應(yīng)堅(jiān)持"技術(shù)專(zhuān)家統(tǒng)治主義"的模式。在整體風(fēng)險(xiǎn)學(xué)派看來(lái),風(fēng)險(xiǎn)是一個(gè)整體,只要存在風(fēng)險(xiǎn),不論其概率大小,都必須謹(jǐn)慎對(duì)待。"保護(hù)公眾利益"是核心范疇,民用核能風(fēng)險(xiǎn)及其管理應(yīng)始終著眼于三個(gè)"承受度",即技術(shù)承受度、經(jīng)濟(jì)承受度和公眾心理承受度。國(guó)際原子能機(jī)構(gòu)在民用核能風(fēng)險(xiǎn)管理中始終發(fā)揮著主導(dǎo)作用,通過(guò)制訂公約、確立標(biāo)準(zhǔn)、實(shí)施核查、接受咨詢(xún)、提供援助、發(fā)布信息等多種方式,在締約國(guó)和全球范圍內(nèi)致力于核能的和平利用與風(fēng)險(xiǎn)的有效管控,其理論基礎(chǔ)和價(jià)值取向是同質(zhì)于整體風(fēng)險(xiǎn)學(xué)派的。
[Abstract]:The risk of nuclear energy and its use requires risk management. The quantitative risk school holds that the risk is the "probability" of an event, and the risk management should stick to the mode of the "technocracy". In the opinion of the whole risk school, the risk is a whole, so long as there is a risk, regardless of its probability size, it must be treated with caution. The "Protection of public interest" is the core category, and the risk of civilian nuclear energy and its management should always focus on three "degree of kurtosis", namely, technical proficiency, economic openness and public psychological proficiency. The International Atomic Energy Agency has always played a leading role in the risk management of civilian nuclear energy by developing conventions, establishing standards, implementing verification, receiving advice, providing assistance, issuing information, etc., Effective control over the peaceful uses and risks of nuclear energy within the State party and in the global context, its theoretical base and value orientation are homogeneous in the overall risk school.
