【摘要】：能源歷來都是全球地緣政治戰(zhàn)略重要組成部分，能源成為世界各國衡量經(jīng)濟發(fā)展和國家強盛的最關(guān)注的問題之一。 中國與俄羅斯是山水相連的友好鄰邦，具有得天獨厚的合作優(yōu)勢。在政治、經(jīng)濟、文化等領(lǐng)域都有合作的典范。這為中國與俄羅斯在能源方面的合作打下了堅實的基礎(chǔ)。本文從國際能源合作法律機制入手，通過對中國與俄羅斯能源合作現(xiàn)狀和前景及其影響進行闡述，運用歸納演繹方法、比較分析方法、歷史分析方法、法解釋學(xué)方法、宏觀和微觀結(jié)合，，歸納和演繹結(jié)合邏輯研究方法。其中對中俄能源合作的重要影響進行詳細論述，進而指出中國與俄羅斯在能源合作法律機制構(gòu)建的可行性操作。最后提出中國與俄羅斯能源合作的法律機制構(gòu)建的設(shè)想。對我國實施能源可持續(xù)發(fā)展戰(zhàn)略，實現(xiàn)能源進口“多元化”和能源產(chǎn)業(yè)“走出去”戰(zhàn)略具有積極意義。
[Abstract]:Energy has always been an important part of global geopolitical strategy. Energy has become one of the most concerned issues in the world to measure economic development and national prosperity. China and Russia are friendly neighbors linked by mountains and rivers, with unique advantages of cooperation. There are examples of cooperation in political, economic, cultural and other fields. This has laid a solid foundation for energy cooperation between China and Russia. Starting with the legal mechanism of international energy cooperation, this paper expounds the present situation, prospect and influence of energy cooperation between China and Russia, and applies inductive deduction method, comparative analysis method, historical analysis method, legal hermeneutics method. Combination of macro and micro, inductive and deductive combination of logic research methods. The important influence of energy cooperation between China and Russia is discussed in detail, and the feasible operation of the legal mechanism of energy cooperation between China and Russia is pointed out. Finally, the paper puts forward the idea of constructing the legal mechanism of energy cooperation between China and Russia. It is of positive significance for our country to carry out the strategy of energy sustainable development, to realize the "diversification" of energy import and the strategy of "going out" of energy industry.
