【摘要】：海洋事務(wù)正日益上升為一個關(guān)乎全球發(fā)展的重大外交議題,海洋外交的內(nèi)涵與外延也隨之進(jìn)一步豐富,其行為主體、政策目標(biāo)、議題內(nèi)容、規(guī)則規(guī)范以及溝通模式都發(fā)生了深刻變革。同時,海洋外交的實踐也呈現(xiàn)出新的特征,包括合作的普遍化,交往的法治化,炮艦外交的回歸化等。面對海洋外交的發(fā)展趨勢,中國亟須加強(qiáng)海洋外交的頂層設(shè)計,建設(shè)海洋合作伙伴關(guān)系,完善海洋外交的法律體系,夯實海洋外交的實力基礎(chǔ)。
[Abstract]:Ocean affairs are increasingly becoming a major diplomatic issue related to global development, and the connotation and extension of ocean diplomacy is further enriched, with its main body of conduct, policy objectives, and content of issues. Rules and regulations as well as communication patterns have undergone profound changes. At the same time, the practice of maritime diplomacy also presents new characteristics, including the universality of cooperation, the legalization of communication, the regression of gunboat diplomacy, and so on. In the face of the development trend of marine diplomacy, it is urgent for China to strengthen the top-level design of maritime diplomacy, build up the marine cooperative partnership, perfect the legal system of maritime diplomacy, and consolidate the strength foundation of maritime diplomacy.
