【摘要】：歐元的誕生成為歐洲公司債券市場迅速發(fā)展的重要契機,并由此促進(jìn)了市場一體化發(fā)展。歐洲公司債券市場的監(jiān)管立法具有前瞻性與政策導(dǎo)向性,對市場整合起到了積極作用。如何處理好歐盟層面的統(tǒng)一市場和各成員國內(nèi)部金融監(jiān)管脫節(jié)之間的矛盾是目前市場監(jiān)管中面臨的最大問題,今后歐洲公司債券市場的監(jiān)管需要在保持穩(wěn)定的監(jiān)管執(zhí)行力度和統(tǒng)一執(zhí)行標(biāo)準(zhǔn)、提高歐盟成員國執(zhí)法水平以及加強監(jiān)管合作,避免監(jiān)管執(zhí)法真空等方面進(jìn)一步加以完善。
[Abstract]:The birth of the euro has become an important opportunity for the rapid development of the European corporate bond market, and thus promoted the development of market integration. European corporate bond market regulatory legislation is forward-looking and policy-oriented, playing a positive role in market integration. How to deal well with the contradiction between the unified market at the EU level and the disconnect between the financial supervision within the member States is the biggest problem facing the market supervision at present. In the future, the supervision of the European corporate bond market needs to be further improved in terms of maintaining a stable regulatory enforcement force and unifying enforcement standards, improving the enforcement level of EU member states, strengthening regulatory cooperation, and avoiding a regulatory and enforcement vacuum.
