【摘要】： 當(dāng)今是一個經(jīng)濟(jì)一體化、金融全球化的時代,混業(yè)經(jīng)營已經(jīng)成為金融業(yè)的發(fā)展趨勢,同時金融機(jī)構(gòu)出現(xiàn)大型化、國際化等特征,這些都給金融監(jiān)管國際合作帶來新的挑戰(zhàn)。隨著2007年美國次貸危機(jī)迅速演變?yōu)槿蚪鹑陲L(fēng)暴,如何有效加強(qiáng)金融監(jiān)管合作,防止金融風(fēng)險在全球的蔓延成為各國金融監(jiān)管當(dāng)局普遍關(guān)心的問題。20世紀(jì)70年代后,隨著金融監(jiān)管國際化的深化發(fā)展,金融監(jiān)管國際合作逐漸發(fā)展起來。金融監(jiān)管的國際合作代表了國際金融監(jiān)管合作的重要方向,因此有必要對此進(jìn)行更深一步的研究。雖然金融監(jiān)管的國際合作已經(jīng)取得了初步成效,但對其中很多方面的研究仍顯不足。本人探討了金融監(jiān)管國際合作的一些具體問題,并就此提出自己的一些觀點(diǎn),旨在引起大家對金融監(jiān)管國際合作問題的共同關(guān)注。 本文分為三個部分,第一部分包括第一章和第二章。本部分指出金融監(jiān)管國際合作的研究意義和背景,同時對相關(guān)文獻(xiàn)綜述和基本理論進(jìn)行了梳理。 第二部分包括第三、四、五章,首先指出金融監(jiān)管合作的必要性,重點(diǎn)從博弈的角度對其進(jìn)行分析;其次結(jié)合過去的東南亞金融危機(jī)和美國金融危機(jī)對當(dāng)前金融監(jiān)管的主要機(jī)構(gòu)、框架進(jìn)行介紹。 第三部分是第六章,本部分在以上分析的基礎(chǔ)上,提出了相關(guān)的政策建議:建立雙邊合作、地區(qū)多邊合作與全球多邊合作相結(jié)合的多層次合作體系;建立全球統(tǒng)一并賬監(jiān)管制度;增強(qiáng)發(fā)展中國家在金融監(jiān)管國際合作機(jī)制中的作用;長期來看,應(yīng)該致力在全球范圍內(nèi)建立一個由各國金融監(jiān)管當(dāng)局參加的統(tǒng)一的國際金融監(jiān)管。
[Abstract]:Today is an era of economic integration and financial globalization, the mixed operation has become the development trend of the financial industry, at the same time, the financial institutions appear the characteristics of large-scale, internationalization, all these bring new challenges to the international cooperation of financial supervision. As the subprime mortgage crisis in the United States rapidly evolved into a global financial storm in 2007, how to effectively strengthen financial supervision cooperation and prevent the spread of financial risks in the world has become a common concern of financial regulatory authorities in various countries since the 1970s. With the deepening development of the internationalization of financial supervision, international cooperation of financial supervision has gradually developed. The international cooperation of financial supervision represents the important direction of international financial supervision cooperation, so it is necessary to further study it. Although international cooperation in financial regulation has achieved initial results, many of the studies are still insufficient. This paper probes into some specific problems of international cooperation in financial supervision and puts forward some points of view in order to arouse common concern about international cooperation in financial supervision. This article is divided into three parts, the first part includes the first chapter and the second chapter. This part points out the research significance and background of international cooperation in financial supervision, and combs the relevant literature review and basic theory. The second part includes the third, fourth and fifth chapters. Firstly, it points out the necessity of financial supervision cooperation, and analyzes it from the point of view of game theory. Secondly, the main institutions and framework of current financial supervision are introduced in combination with the past financial crisis in Southeast Asia and the financial crisis in the United States. The third part is the sixth chapter, based on the above analysis, this part puts forward the relevant policy recommendations: establishing bilateral cooperation, regional multilateral cooperation and global multilateral cooperation of the multi-level cooperation system; In the long run, we should work to establish a unified international financial supervision system with the participation of the financial regulatory authorities of all countries. The role of developing countries in the international cooperation mechanism of financial supervision should be strengthened.
