【摘要】：氣候資金對氣候變化國際合作至關(guān)重要。目前氣候資金提供上的亂象,造成發(fā)達(dá)國家與發(fā)展中國家間的信任缺失,嚴(yán)重影響了合作的推進(jìn)�！栋屠鑵f(xié)定》首次引入透明度概念,其框架建構(gòu)涉及多個(gè)條款。目前氣候資金的提供在透明度方面存在基本概念界定模糊、報(bào)告氣候資金使用的方式方法各異、對氣候資金提供的狀況缺乏評估審議等問題。《巴黎協(xié)定》通過后,增強(qiáng)氣候資金提供的透明度,可以從明確基本概念的內(nèi)涵、在MRV的基礎(chǔ)上完善透明度的模式程序和指南、以盤點(diǎn)和履行遵守機(jī)制來評估審議氣候資金的提供、與相關(guān)國際組織進(jìn)行合作等方面進(jìn)行完善。
[Abstract]:Climate finance is vital to international cooperation on climate change.The current chaos in the provision of climate funds has led to a lack of trust between developed and developing countries, which has seriously affected the promotion of cooperation. The Paris Accord introduced the concept of transparency for the first time, the framework of which involves many articles.At present, the basic concept of transparency in the provision of climate finance is ambiguous, the ways and means of reporting on the use of climate funds vary, and there is a lack of assessment and consideration of the state of provision of climate funds. After the adoption of the Paris Agreement,Enhancing transparency in the provision of climate finance could improve the modalities, procedures and guidelines for transparency, based on the MRV, from a clear understanding of the underlying concepts to assess the consideration of the provision of climate finance through stocktaking and compliance mechanisms,Cooperation with relevant international organizations and other aspects to improve.
