【摘要】：隨著人類科技發(fā)展的飛速進步,工業(yè)化規(guī)模的擴大,世界氣候環(huán)境也不斷的隨之改變,自然災(zāi)害頻發(fā)。世界各國因此開始對溫室氣體排放問題高度關(guān)注,在全球氣候會議中制定了《聯(lián)合國氣候框架公約》,并隨后制定了《京都議定書》來保證各國完成溫室氣體減排的義務(wù)。清潔發(fā)展機制是《京都議定書》中所確立的三大靈活機制之一,被普遍認為是一種雙贏的合作機制,清潔發(fā)展機制不但能夠幫助發(fā)達國家完成其減排義務(wù),同時也能幫助發(fā)展中國家實現(xiàn)可持續(xù)發(fā)展戰(zhàn)略。但是,在清潔發(fā)展機制運行的過程中,由于各國利益不同,國際管理規(guī)則的不完善等原因給清潔發(fā)展機制項目帶來了各種國際環(huán)境風(fēng)險。同時,由于各國國內(nèi)立法水平的不同和運行經(jīng)驗的不同,也給清潔發(fā)展機制項目的運行帶來了風(fēng)險。我國目前已經(jīng)成為溫室氣體年排放量的第一大國,受到了來自世界各國的減排壓力。在這種情況下,我國更應(yīng)重視發(fā)展清潔發(fā)展機制項目,完善清潔發(fā)展機制的相關(guān)立法,使得我國能更好的參與清潔發(fā)展機制項目,以實現(xiàn)我國低碳化發(fā)展的可持續(xù)發(fā)展道路。
[Abstract]:With the rapid development of human science and technology, the expansion of the scale of industrialization, the world climate environment is constantly changing, natural disasters occur frequently. Therefore, the world began to pay close attention to the problem of greenhouse gas emissions. The United Nations Framework Convention on Climate change was established at the Global Climate Conference and the Kyoto Protocol was subsequently developed to ensure that countries fulfil their obligations to reduce greenhouse gas emissions. The clean development mechanism is established in the Kyoto Protocol. One of the three major flexible mechanisms of. It is widely recognized as a win-win cooperative mechanism that can help developed countries to meet their emission reduction obligations as well as developing countries to achieve sustainable development strategies. In the course of the operation of the CDM, various international environmental risks have been brought to CDM projects due to the different interests of different countries and the imperfections of international management rules. At the same time, Because of the different levels of domestic legislation and operating experience, it also brings risks to the operation of CDM projects. China has now become the largest country in the annual emissions of greenhouse gases. Under the pressure of emission reduction from all over the world, China should pay more attention to the development of CDM projects and improve the relevant legislation of the CDM so that China can participate in CDM projects better. In order to realize our country low carbonization development sustainable development road.
