【摘要】：氣候變暖導致北冰洋海冰持續(xù)融化,北極海域由常年冰封轉(zhuǎn)變?yōu)椴糠譄o冰狀態(tài),魚類及海洋生物資源向高緯度移動使該海域形成新的漁場,由此,漁業(yè)資源成為北極治理的重要議題。目前,相關國際公約、國家間雙邊和多邊協(xié)定及區(qū)域性漁業(yè)管理組織未能實現(xiàn)對該海域漁業(yè)資源的善治,現(xiàn)有合作機制存在局限性。未來可通過利益攸關方的共同參與,建立聯(lián)合科研平臺,達成專門管理商業(yè)捕撈的國際協(xié)議,實現(xiàn)該海域漁業(yè)資源的共同治理。作為北冰洋漁業(yè)活動的利益攸關方,中國持續(xù)關注該海域公海漁業(yè)資源治理發(fā)展動態(tài),加強同域內(nèi)外國家的合作,應積極參與制定該區(qū)域漁業(yè)資源國際協(xié)議,重視該海域海洋生物資源的養(yǎng)護管理和可持續(xù)利用,充分發(fā)揮北極理事會觀察員身份的作用,積極探索參與北冰洋核心區(qū)公海漁業(yè)資源共同治理的有效路徑。
[Abstract]:Climate warming has led to the continued melting of sea ice in the Arctic Ocean, the transformation of Arctic waters from perennial ice to partially ice-free conditions, and the movement of fish and marine living resources to higher latitudes, resulting in new fishing grounds in the area, At present, relevant international conventions, bilateral and multilateral agreements between States and regional fisheries management organizations have failed to achieve good governance of fisheries resources in the area, The limitations of existing cooperation mechanisms... in the future, through the participation of stakeholders, joint scientific research platforms can be established and international agreements dedicated to the management of commercial fishing can be reached, As a stakeholder in the Arctic Ocean fishery activities, China has continued to follow developments in the governance of the high seas fisheries resources in the area and to strengthen cooperation between countries within and outside the region, Should participate actively in the development of an international agreement on fisheries resources in the region, attach importance to the conservation, management and sustainable use of the marine living resources of the area and give full play to the role of observer status of the Arctic Council, Actively explore effective ways to participate in the common management of high seas fishery resources in the core area of the Arctic Ocean.
