【摘要】：隨著發(fā)達(dá)國(guó)家對(duì)遺傳資源經(jīng)濟(jì)價(jià)值和社會(huì)價(jià)值的挖掘,遺傳資源豐富的中國(guó)和東盟國(guó)家遭受的生物盜版與日俱增,國(guó)家利益受到威脅。在"一帶一路"建設(shè)背景下,中國(guó)和東盟國(guó)家有必要對(duì)遺傳資源實(shí)施合作保護(hù)策略,以有效保護(hù)遺傳資源。中國(guó)和東盟國(guó)家應(yīng)從加強(qiáng)公眾遺傳資源保護(hù)意識(shí)、制定區(qū)域遺傳資源保護(hù)特殊法、確立區(qū)域遺傳資源保護(hù)政府間磋商機(jī)制、建立獨(dú)立的信托基金會(huì)等方面著手,以優(yōu)化遺傳資源保護(hù)合作機(jī)制、促進(jìn)經(jīng)濟(jì)領(lǐng)域的深度合作。
[Abstract]:With the exploitation of the economic and social value of genetic resources by developed countries, the bio-piracy suffered by China and ASEAN countries rich in genetic resources is increasing day by day, and the national interests are threatened. Under the background of "Belt and Road" construction, It is necessary for China and ASEAN countries to implement cooperative protection strategies for genetic resources in order to effectively protect genetic resources. China and ASEAN countries should formulate special laws on the protection of regional genetic resources by strengthening public awareness of genetic resources protection. The intergovernmental consultation mechanism for the protection of regional genetic resources and the establishment of independent trust funds should be established to optimize the cooperative mechanism for the protection of genetic resources and to promote the deep cooperation in the economic field.
