【摘要】： 當(dāng)前我國正處在社會轉(zhuǎn)型期,社會轉(zhuǎn)型造成了社會結(jié)構(gòu)、社會規(guī)范和價值觀念的變化,使現(xiàn)實社會中各種矛盾不斷激化。由各種社會矛盾引發(fā)的群體性事件頻發(fā),成為影響我國社會主義社會穩(wěn)定的一個重要因素。如果政府不建立行之有效的應(yīng)對群體性事件的措施機制,勢必會影響我國社會主義現(xiàn)代化的進(jìn)程,勢必會影響我國社會主義和諧社會的構(gòu)建。 正確認(rèn)識我國當(dāng)前群體性事件的類型、特征及成因,提出更為合理的地方政府應(yīng)對當(dāng)前群體性事件的策略和措施,對于把我國建設(shè)成為中國特色的社會主義現(xiàn)代化強國,構(gòu)建社會主義和諧社會,都具有十分重要的現(xiàn)實意義。因此,該領(lǐng)域的研究成為當(dāng)今我國學(xué)術(shù)界一項嶄新而又緊迫的課題。 目前,國內(nèi)外的一些學(xué)者、專家對群體性事件的根源、特征、規(guī)律和對策等都作過大量的分析和研究。本文結(jié)合甕安事件這一典型案例,通過對群體性事件的成因研究,研究我國地方政府應(yīng)對群體性事件中存在的問題,并在此基礎(chǔ)上就如何完善地方政府應(yīng)對措施,從經(jīng)濟(jì)、法制、政府建設(shè)等方面提出一些意見與建議,以期能為當(dāng)前政府應(yīng)對群體性事件處置及相關(guān)研究提供綿薄之力。
[Abstract]:At present, our country is in the period of social transformation, which has caused the changes of social structure, social norms and values, and intensified all kinds of contradictions in the real society. The frequent occurrence of group events caused by various social contradictions has become an important factor affecting the stability of socialist society in our country. If the government does not establish an effective mechanism to deal with group events, it is bound to affect the process of socialist modernization in China and the construction of a harmonious socialist society in China. It is of great practical significance to correctly understand the types, characteristics and causes of the current group events in our country, and to put forward more reasonable strategies and measures for local governments to deal with the current group events, which is of great practical significance for building our country into a modern socialist power with Chinese characteristics and for building a harmonious socialist society. Therefore, the research in this field has become a new and urgent topic in the academic circles of our country. At present, some scholars and experts at home and abroad have done a lot of analysis and research on the root causes, characteristics, laws and countermeasures of group events. Based on the typical case of Weng'an incident, this paper studies the problems existing in the response of local governments to group events through the study of the causes of group events, and on this basis, puts forward some suggestions and suggestions on how to improve the local government response measures, from the aspects of economy, legal system, government construction and so on, in order to provide a modest force for the current government to deal with group events and related research.
