本溪市110工作機制研究

【摘要】： 公安機關110工作機制的建立,對于規(guī)范110接處警工作、提高快速反應速度、密切警民關系、加強社會治安駕馭能力、推進現(xiàn)代警務機制建設等方面發(fā)揮了重要的作用。但是,在當前各地公安機關普遍建立起了比較現(xiàn)代化的“三臺合一”110報警服務臺,接處警能力和水平大幅提高的背景下,110工作的發(fā)展速度卻明顯放緩,110工作遭遇發(fā)展“瓶頸”。為了推動110工作持續(xù)健康穩(wěn)定發(fā)展,本文從本溪市110工作發(fā)展歷程、110工作機制構成及現(xiàn)狀入手,分析研究當前本溪市110工作中存在的指揮不力缺乏監(jiān)管、職能失衡重打輕防、職責不清孤軍奮戰(zhàn)、接處警隊伍專業(yè)化水平不高缺乏效率等問題,歸納總結上述問題產(chǎn)生的根源得出以下結論:當前110工作發(fā)展遇阻的主要原因在于110實際工作發(fā)展過于迅猛,而110工作機制建設及理論研究步伐明顯滯后,跟不上實際工作的發(fā)展步調(diào)造成的,即當前110工作機制不完善,不適應現(xiàn)實工作的需要,制約了110工作快速發(fā)展。為此,本文結合本溪市110工作實際,學習借鑒國內(nèi)外發(fā)達國家和地區(qū)“110”工作機制建設方面的經(jīng)驗和做法,有針對性地提出了本溪市110工作機制創(chuàng)新完善的對策,希望藉此扭轉(zhuǎn)當前110工作的被動局面,以科學合理的工作機制激活110接處警工作,充分發(fā)揮110打擊違法犯罪,維護社會治安和服務人民群眾的職能作用。
[Abstract]:The establishment of 110 working mechanism of public security organs has played an important role in standardizing 110 receiving and handling police work, improving the speed of rapid reaction, strengthening the relationship between the police and the people, strengthening the ability of controlling public security, and promoting the construction of modern police mechanism. However, under the background that the public security organs in various places have generally set up a relatively modern "three stations in one" 110 alarm service desk, and the ability and level of receiving and handling police have been greatly improved, the development speed of 110 work has obviously slowed down, and 110 work has encountered a "bottleneck" of development. In order to promote the sustained, healthy and stable development of 110 work, this paper starts with the development course of 110 work in Benxi City, the composition and present situation of 110 work mechanism, analyzes and studies the problems existing in the current 110 work in Benxi City, such as weak command and lack of supervision, functional imbalance and light defense, unclear responsibilities, low professional level of receiving and handling police team, and so on. This paper summarizes the root causes of the above problems and draws the following conclusions: the main reason for the hindrance of the development of 110 work is that the actual work development of 110 is too rapid, while the construction of 110 work mechanism and the pace of theoretical research obviously lag behind, which can not keep up with the development pace of practical work, that is, the current 110 work mechanism is not perfect and does not meet the needs of practical work, which restricts the rapid development of 110 work. Therefore, based on the actual situation of 110 work in Benxi City, this paper studies and draws lessons from the experience and practices of "110" working mechanism construction in developed countries and regions at home and abroad, and puts forward some countermeasures for innovation and perfection of 110 working mechanism in Benxi City, hoping to reverse the passive situation of 110 work, activate 110 to receive and handle police work with scientific and reasonable working mechanism, and give full play to 110 to crack down on illegal and criminal crimes. The function of maintaining public security and serving the masses of the people.
