【摘要】：伴隨經(jīng)濟(jì)社會(huì)的發(fā)展,公共消防安全的需求同比上升。國家著力推進(jìn)城鄉(xiāng)公共消防服務(wù)均等化,為發(fā)展壯大鄉(xiāng)鎮(zhèn)專職消防隊(duì)提供了現(xiàn)實(shí)基礎(chǔ)。事實(shí)上,在履行滅火救援等職能的過程中,鄉(xiāng)鎮(zhèn)專職消防隊(duì)作用明顯,有力保障了經(jīng)濟(jì)社會(huì)安全。但是,面對(duì)職能轉(zhuǎn)變加速的政府和快速增長(zhǎng)的公共消防安全需求,鄉(xiāng)鎮(zhèn)專職消防隊(duì)滅火救援的職能已不能適應(yīng)實(shí)際需要,而且從法律層面來講,存在職能定位不明、效力過低、職能模糊的問題,亟需準(zhǔn)確的定位、拓展。另外,當(dāng)前對(duì)完善鄉(xiāng)鎮(zhèn)專職消防隊(duì)職能也缺乏系統(tǒng)地論述相應(yīng)的策略和措施。本文從界定鄉(xiāng)鎮(zhèn)專職消防隊(duì)的定義、特征入手,回顧其職能演變歷程,歸納其呈現(xiàn)的四大趨勢(shì),并深入分析鄉(xiāng)鎮(zhèn)專職消防隊(duì)職能承擔(dān)中存在的問題和原因。結(jié)合政府職能轉(zhuǎn)變的背景,從發(fā)揮政府主導(dǎo)、強(qiáng)化建章立制、實(shí)施組織改革、加強(qiáng)公共支出支撐、注重人力資源開發(fā)、拓寬供給主體六個(gè)方面提出完善職能的策略。這些策略相比于以往傳統(tǒng)的策略更具有某些新意。
[Abstract]:With the development of economy and society, the demand of public fire safety is rising year on year. The national efforts to promote the equalization of urban and rural public fire services provide a realistic basis for the development and expansion of township fire brigades. In fact, in the process of carrying out the functions of fire-fighting and rescue, the township full-time fire brigade plays an obvious role and can guarantee the economic and social security. However, in the face of the accelerated function transformation of the government and the rapidly increasing demand for public fire safety, the functions of the township full-time fire brigade can no longer meet the actual needs, and from the legal aspect, there are unclear functions and low effectiveness. The problem of fuzzy function needs to be accurately positioned and expanded. In addition, there is a lack of systematic discussion on the corresponding strategies and measures to improve the functions of the township fire brigade. This paper begins with the definition and characteristics of the township full-time fire brigade, reviews the evolution of its functions, sums up its four major trends, and deeply analyzes the problems and causes in the undertaking of the functions of the township full-time fire brigades. Combined with the background of the transformation of government functions, this paper puts forward the strategies of perfecting functions from six aspects: giving full play to the government's leading role, strengthening the establishment of rules and regulations, implementing organizational reform, strengthening the support of public expenditure, paying attention to the development of human resources, and broadening the main body of supply. Compared with the traditional strategies, these strategies have some new ideas.
