【摘要】：[目的/意義]針對(duì)當(dāng)前我國警務(wù)情報(bào)主體間的合作與利益生成問題,探討警務(wù)情報(bào)共享過程中的共生利益形成機(jī)制,研究警務(wù)情報(bào)共享過程中的共生利益形成優(yōu)化策略,為協(xié)調(diào)警務(wù)情報(bào)主體間的共生利益分配、合理組織警務(wù)情報(bào)活動(dòng)提供理論依據(jù)。[方法/過程]以共生理論為基礎(chǔ),探討警務(wù)情報(bào)共享過程中的共生利益的形成方式、影響利益形成的因素,在此基礎(chǔ)上分析警務(wù)情報(bào)共享中共生利益形成的優(yōu)化對(duì)策。[結(jié)果/結(jié)論]警務(wù)情報(bào)共享利益可以通過聯(lián)合辦案、合作研發(fā)、協(xié)同服務(wù)3種方式形成;警務(wù)情報(bào)共享過程中的共生利益形成影響因素包括共生單元因素和共生模式因素;可以從構(gòu)建完善的約束與激勵(lì)制度、營造良好的公安文化氛圍、促進(jìn)先進(jìn)的信息技術(shù)開發(fā)3個(gè)方面優(yōu)化警務(wù)情報(bào)共享的共生利益形成。
[Abstract]:[purpose / significance] in view of the problems of cooperation and interest generation among the subjects of police intelligence in China, this paper probes into the forming mechanism of symbiotic interests in the process of police intelligence sharing, and studies the optimization strategy of the formation of symbiotic interests in the process of police intelligence sharing. It provides a theoretical basis for coordinating the distribution of symbiotic benefits among the subjects of police intelligence and rationally organizing the police intelligence activities. [method / process] based on the symbiotic theory, this paper probes into the forming mode of symbiotic interests and the factors influencing the formation of interests in the process of police intelligence sharing, and on this basis, analyzes the optimized countermeasures for the formation of the interests of the Communist Party of China in the police intelligence sharing. [results / conclusion] the benefits of police intelligence sharing can be formed through joint case handling, cooperative research and development, cooperative service, and the factors affecting the formation of symbiotic interests in the process of police information sharing include symbiotic unit factors and symbiotic model factors. We can optimize the formation of symbiotic interests of police information sharing from three aspects: constructing perfect restraint and incentive system, creating a good atmosphere of public security culture and promoting the development of advanced information technology.
