【摘要】：以科學(xué)發(fā)展觀為統(tǒng)領(lǐng),推進(jìn)和諧社會(huì)建設(shè),體現(xiàn)的是以人為本、以民為先的理念,符合世界城市發(fā)展的趨勢和時(shí)代發(fā)展的要求。從當(dāng)前我國經(jīng)濟(jì)社會(huì)發(fā)展的實(shí)踐來看,人口與經(jīng)濟(jì)社會(huì)的協(xié)調(diào)發(fā)展是構(gòu)建和諧社會(huì)的重要特征之一,尤其是流動(dòng)人口如何融入流入地城市并安居樂業(yè),是構(gòu)建和諧社會(huì)所必須。而當(dāng)前人口流動(dòng)現(xiàn)象已成為我國現(xiàn)階段十分突出的社會(huì)現(xiàn)象,這一現(xiàn)象在充斥流入地城市勞動(dòng)力市場、給流入地城市帶來活力的同時(shí),也對(duì)流入地城市的交通運(yùn)輸、就業(yè)以及社會(huì)治安管理等方面帶來了沖擊。其中最突出的是流動(dòng)人口的治安管理問題。能否在經(jīng)濟(jì)發(fā)展和社會(huì)穩(wěn)定之間尋找一個(gè)平衡點(diǎn),也即如何建立科學(xué)的流動(dòng)人口治安管理模式,既充分發(fā)揮流動(dòng)人口的作用推動(dòng)經(jīng)濟(jì)社會(huì)的快速平穩(wěn)發(fā)展,又可以確保社會(huì)的穩(wěn)定和諧。因而,研究流動(dòng)人口與社會(huì)治安的關(guān)系問題具有重要的理論價(jià)值和實(shí)踐意義。 本文以流動(dòng)人口的治安管理工作為研究對(duì)象,從各個(gè)角度對(duì)這一問題進(jìn)行全面透析,并據(jù)此提出加強(qiáng)流動(dòng)人口治安管理、穩(wěn)定社會(huì)治安的對(duì)策。 1、結(jié)合當(dāng)今的時(shí)代背景,提出研究城市流動(dòng)人口治安管理問題的意義,整理歸納城市流動(dòng)人口治安管理的相關(guān)研究成果,并進(jìn)行簡要的評(píng)述,介紹了研究內(nèi)容、框架、方法、思路和主要?jiǎng)?chuàng)新點(diǎn)。 2、在界定相關(guān)概念“流動(dòng)人口”、“二元”社會(huì)及新“二元”社會(huì)和對(duì)城市流動(dòng)人口的工作、生活、心理等各方面現(xiàn)狀進(jìn)行實(shí)證分析的基礎(chǔ)上來揭示他們存在的問題和對(duì)社會(huì)治安管理工作的隱患。 3、在分析現(xiàn)狀和影響的基礎(chǔ)上,探討當(dāng)前政府在對(duì)流動(dòng)人口治安管理中存在的問題并深入剖析其原因。 4、結(jié)合我國目前國情和發(fā)展的實(shí)踐,提出“以人為本”的思路來做好流動(dòng)人口治安管理的建議。根據(jù)以上幾章分析提出的建議即一是調(diào)整流動(dòng)人口治安管理思路和理念;二是法律層面上應(yīng)修改健全全國統(tǒng)一的管理法規(guī)體系;三是管理措施中應(yīng)推進(jìn)流動(dòng)人口治安管理工作的社會(huì)化;四是技術(shù)層面上應(yīng)加強(qiáng)流動(dòng)人口的信息化建設(shè)。 5、概括和提煉了本文的研究結(jié)論,主要包括文章研究得出的主要結(jié)論及研究的不足。
[Abstract]:Under the guidance of the scientific development view and the construction of a harmonious society, it embodies the idea of people-oriented and people-first, which accords with the trend of the development of world cities and the requirements of the development of the times. From the current practice of economic and social development in China, the coordinated development of population and economic society is one of the important characteristics of building a harmonious society. Especially, how to integrate the floating population into the city and live and work in peace and contentment is the necessity of building a harmonious society. At present, the phenomenon of population mobility has become a very prominent social phenomenon in our country at the present stage. This phenomenon has flooded the local labor market and brought vitality to the local cities, at the same time, it has also brought about traffic and transportation to the local cities. Employment and social security management and other aspects of the impact. One of the most prominent is the floating population security management. Can we find a balance between economic development and social stability, that is, how to establish a scientific public security management model for the floating population, which can give full play to the role of the floating population and promote the rapid and steady development of the economy and society? It can also ensure social stability and harmony. Therefore, the study of the relationship between floating population and social security has important theoretical value and practical significance. This paper takes the public security management of the floating population as the research object, carries on the comprehensive analysis to this question from each angle, and puts forward the countermeasure of strengthening the public security management of the floating population and stabilizing the social security accordingly. 1. According to the background of the times, this paper puts forward the significance of the research on the security management of the urban floating population, summarizes the related research results of the security management of the urban floating population, and makes a brief comment, and introduces the research contents, framework and methods. Train of thought and main innovation point. 2. In defining the relevant concepts of "floating population", "dual" society and new "dual" society and working and living for urban floating population, On the basis of the empirical analysis of psychological and other aspects, this paper reveals their existing problems and hidden dangers to the management of social security. 3. On the basis of analyzing the present situation and influence, this paper probes into the problems existing in the administration of the floating population by the government and deeply analyzes the reasons. 4. According to the current situation and development practice of our country, this paper puts forward the idea of "people-oriented" to do well the public security management of floating population. According to the analysis of the above chapters, the first is to adjust the ideas and concepts of the floating population security management, the other is to revise and improve the unified national management laws and regulations system on the legal level. The third is to promote the socialization of the public security management of the floating population in the management measures, and the fourth is to strengthen the information construction of the floating population at the technical level. 5. Summarize and refine the conclusions of this paper, including the main conclusions and shortcomings of the research.
