論警務(wù)信息公開

【摘要】：警務(wù)信息公開是政府信息公開的重要內(nèi)容和領(lǐng)域,是警務(wù)公開的基本內(nèi)容和方式,是保障公民警務(wù)知情權(quán)的基本制度,是提高公安工作透明度,防止和減少公安權(quán)力腐敗現(xiàn)象的重要舉措,是實(shí)現(xiàn)社會穩(wěn)定與和諧的基本途徑,對于推進(jìn)社會主義民主政治建設(shè)、構(gòu)建社會主義和諧社會具有重要意義。 警務(wù)信息公開具有公開主體的權(quán)威性、公開對象的多樣性、公開內(nèi)容的特殊性和復(fù)雜性、公開時效的階段性和變動性等特點(diǎn)。 建國以來,我國警務(wù)信息公開經(jīng)歷了試驗(yàn)開端、轉(zhuǎn)型、發(fā)展和全面建設(shè)四個階段。自2008年《中華人民共和國政府信息公開條例》正式實(shí)施以來,各級公安機(jī)關(guān)緊密結(jié)合公安工作實(shí)際,不斷完善警務(wù)信息公開相關(guān)配套制度和工作規(guī)范,拓寬警務(wù)信息公開的領(lǐng)域和范圍,拓展警務(wù)信息公開載體和形式,警務(wù)信息公開建設(shè)取得了長足的進(jìn)步,在服務(wù)人民群眾、推動公安工作、促進(jìn)和諧警民關(guān)系的構(gòu)建方面發(fā)揮了重要作用,取得了一定成效。但是,目前我國警務(wù)信息公開工作也存在著思想觀念沒有完全轉(zhuǎn)變、缺少警務(wù)信息公開方面的法律規(guī)定、突發(fā)事件類警務(wù)信息公開的時效性和準(zhǔn)確性不夠、公安機(jī)關(guān)應(yīng)對媒體的能力不足、與警務(wù)工作有關(guān)的信息沒有實(shí)現(xiàn)交互共享等問題。 要進(jìn)一步做好警務(wù)信息公開工作,就必須推動警務(wù)信息公開的理念變革,健全警務(wù)信息公開制度體系,設(shè)置獨(dú)立權(quán)威的警務(wù)信息公開組織機(jī)構(gòu),拓寬信息公開的渠道�？傊�,應(yīng)當(dāng)從中國的實(shí)際國情和警情出發(fā),積極探索警務(wù)信息公開的范圍、內(nèi)容、途徑、方式和其應(yīng)該發(fā)揮的作用,確保公民、法人和其他組織依法實(shí)現(xiàn)警務(wù)知情權(quán),開創(chuàng)公安工作警務(wù)信息公開的新局面。
[Abstract]:The publicity of police information is an important content and field of government information disclosure. It is the basic content and method of the publicity of police affairs, the basic system of protecting citizens' right to know and improving the transparency of public security work. To prevent and reduce the phenomenon of power corruption in public security is the basic way to realize social stability and harmony. It is of great significance to promote the construction of socialist democratic politics and build a harmonious socialist society. The publicity of police information is characterized by the authority of the public subject, the diversity of the public object, the particularity and complexity of the open content, the stage and variation of the public prescription, and so on. Since the founding of the people's Republic of China, China's police information disclosure has undergone four stages: experimental beginning, transformation, development and overall construction. Since the official implementation of the "regulations of the people's Republic of China on Information openness" in 2008, public security organs at all levels have closely combined with the reality of public security work to continuously improve the relevant supporting systems and work standards for the disclosure of police information. To widen the field and scope of police information publicity, to expand the carrier and form of police information disclosure, and to make great progress in the construction of police information publicity, in serving the people and promoting public security work, Promoting the construction of harmonious police-community relationship has played an important role and achieved certain results. However, at present, there is not a complete change of ideology in the work of police information publicity in our country, the lack of legal provisions on the publicity of police information, and the lack of timeliness and accuracy of the disclosure of police information of unexpected events. The ability of the public security organs to deal with the media is insufficient, and the information related to the police work has not been interactively shared and so on. In order to make the police information open to the public, we must promote the change of the concept of the police information publicity, perfect the system of the police information publicity system, set up the independent and authoritative organization of the police information publicity, and widen the channels of the information disclosure. In short, it is necessary to actively explore the scope, content, ways, ways and functions of police information disclosure from the perspective of China's actual national conditions and police information, so as to ensure that citizens, legal persons and other organizations realize the right to know about police affairs in accordance with the law. To create a new situation of information disclosure in police work.
