【摘要】：改革開(kāi)放以來(lái),我國(guó)的交通變化日新月異,隨之帶來(lái)一個(gè)嚴(yán)重的問(wèn)題-交通擁堵,并逐漸發(fā)展成了一個(gè)難以治愈的頑疾。針對(duì)中國(guó)目前機(jī)動(dòng)車(chē)數(shù)量猛增造成的一系列道路交通擁堵及交通安全事故問(wèn)題,從三十年前開(kāi)始,國(guó)內(nèi)各大城市就開(kāi)始實(shí)施修建衛(wèi)星城市向外發(fā)展、擴(kuò)寬城市道路的路面以及限制入城時(shí)間等一系列政策措施。然而,從這三十年的治理成果來(lái)看,目前的政策措施離跟上機(jī)動(dòng)車(chē)增長(zhǎng)速度還差得很遠(yuǎn)。在造成我國(guó)城市交通擁堵的因素中,違規(guī)駕駛行為的頻繁發(fā)生正是擁堵的一個(gè)重要原因,將近的交通擁堵都因?yàn)檫`規(guī)駕駛行為引起,違規(guī)駕駛極易引發(fā)交通事故,隨之造成造成嚴(yán)重的擁堵現(xiàn)象,另外例如占道違停,不按順序行車(chē)等違規(guī)駕駛行為也是導(dǎo)致交通擁堵的原因。部分違規(guī)駕駛行為目前國(guó)家已經(jīng)立法管理,但另外一部分則游走在政策法規(guī)的灰色地帶,難以禁止,急需對(duì)此提出更好的治理政策。因此,從違規(guī)駕駛?cè)胧纸鉀Q城市交通的擁堵,能夠解決導(dǎo)致交通擁堵之中的一個(gè)重要因素,具有非常積極的意義。我們?cè)谘芯恐欣昧藛?wèn)卷調(diào)查以及關(guān)聯(lián)規(guī)則的方法進(jìn)行了計(jì)算,來(lái)找出影響違規(guī)駕駛行為的因素。另外,我們還需要對(duì)交通擁堵的成因因素進(jìn)行分析,通過(guò)相關(guān)的研究和設(shè)計(jì),為不同城市交通發(fā)展規(guī)劃探求最優(yōu)方案,為交通擁堵解決,交通安全保障及城市發(fā)展合理的政策法律法規(guī)制定提供科學(xué)依據(jù)。治理交通擁堵,最大可能性地減少道路交通安全事故,保持全社會(huì)公民的財(cái)產(chǎn)及生命安全是保證社會(huì)正常健康發(fā)展的最基本工作。我們需要學(xué)習(xí)國(guó)外的寶貴治理經(jīng)驗(yàn),健全交通管理制度以及完善交通基礎(chǔ)設(shè)施建設(shè),還要加強(qiáng)公民的道德修養(yǎng),才能在經(jīng)濟(jì)發(fā)展同時(shí)讓我們城市的交通管理水平能跟上時(shí)代的步伐,才能提高交通的運(yùn)行效率,并保證居民出行的安全。
[Abstract]:Since the reform and opening up, China's traffic changes with each passing day, which brings a serious problem-traffic congestion, and has gradually developed into a stubborn disease that is difficult to cure. In view of a series of road traffic congestion and traffic safety accidents caused by the rapid increase in the number of motor vehicles in China, since 30 years ago, major cities in the country have begun to implement the construction of satellite cities and develop outwards. Widen the road surface of urban roads and limit the time of entering a series of policy measures. However, from these three decades of governance results, the current policy measures are still far from keeping up with the growth rate of motor vehicles. Among the factors causing urban traffic congestion in China, the frequent occurrence of illegal driving behavior is an important reason for congestion. Nearly all traffic congestion is caused by illegal driving behavior, and illegal driving is easy to cause traffic accidents. It also causes serious congestion, such as the illegal driving behavior, such as disorderly driving and other illegal driving behaviors, which are also the causes of traffic congestion. Some of the illegal driving behavior has been regulated by legislation at present, but the other part is in the grey area of policies and regulations, so it is difficult to prohibit, so it is urgent to put forward better management policy. Therefore, it is of great significance to solve urban traffic congestion by starting with illegal driving, which can solve an important factor leading to traffic congestion. In order to find out the factors that affect the behavior of illegal driving, we use the questionnaire and association rules to calculate. In addition, we also need to analyze the causes of traffic congestion, through the relevant research and design, for different urban traffic development planning to find the best solution, The traffic safety guarantee and the city development reasonable policy laws and regulations formulation provides the scientific basis. The most basic work to ensure the normal and healthy development of the society is to control traffic jams, reduce road traffic safety accidents and maintain the property and life safety of the whole society. We need to learn from the valuable experience of governance abroad, improve the traffic management system and improve the construction of transport infrastructure, and also strengthen the moral cultivation of citizens. At the same time, the traffic management level of our city can keep up with the pace of the times, improve the efficiency of traffic operation, and ensure the safety of residents travel.
