【摘要】：社會治安防控體系建設(shè)是一項(xiàng)系統(tǒng)性、綜合性的社會工程,防控網(wǎng)絡(luò)的構(gòu)建過程就是大量挖掘、科學(xué)整合與充分利用各種治安資源的過程。治安社會資本存在于社會關(guān)系結(jié)構(gòu)之中,是人們在經(jīng)常性互動中圍繞治安秩序的建立和維護(hù)所形成的特定關(guān)系,是能夠?yàn)橹伟卜揽伢w系建設(shè)提供便利與積極力量的無形資源。治安社會資本能夠降低治安防控體系的運(yùn)行成本、提升治安效益,提供社會支持、實(shí)現(xiàn)防控主體多元化,嚴(yán)密治安防控網(wǎng)絡(luò)、真正實(shí)現(xiàn)立體化防控,同時(shí)也是公民社會治安自治的動力來源。建立家庭—社會—職業(yè)三位一體的社會資本結(jié)構(gòu)、以誠信體系為基礎(chǔ)的"熟人社會"網(wǎng)絡(luò)、以社區(qū)為中心的多元主體合作共治模式,應(yīng)當(dāng)成為培育治安社會資本的路徑選擇。
[Abstract]:The construction of social security prevention and control system is a systematic and comprehensive social engineering. The construction process of prevention and control network is the process of excavating, scientifically integrating and making full use of all kinds of public security resources. The social capital of public security exists in the structure of social relations. It is a special relationship formed around the establishment and maintenance of public order in the regular interaction. It is also an intangible resource which can provide convenience and positive force for the construction of public security prevention and control system. Public security social capital can reduce the operating cost of public security prevention and control system, enhance the public order benefit, provide social support, realize the diversification of the main body of prevention and control, tighten the network of public security prevention and control, and truly realize three-dimensional prevention and control. At the same time, it is also the power source of civil society security autonomy. The establishment of the social capital structure of family, society and occupation, the network of "acquaintance society" based on the credit system, and the mode of multi-subject cooperation and co-administration centered on the community should become the path choice to cultivate the social capital of public security.
