【摘要】： 在信息化高速發(fā)展的今天,社會治安環(huán)境變得更加復(fù)雜多變,犯罪手段也日趨智能化、科技化和專業(yè)化。對于公安工作來說,只有主動搜集信息,客觀分析信息,合理利用信息,才能把握當(dāng)代社會治安的脈搏,才能從容不迫地預(yù)防、控制和打擊違法犯罪活動。因此,加強公安信息化建設(shè),對嚴(yán)厲打擊各類違法犯罪活動,提高綜合駕馭社會治安的能力,實現(xiàn)公安工作可持續(xù)發(fā)展都具有十分重要的意義。作為公安信息化建設(shè)的重要組成部分——公安警務(wù)信息化要解決的根本問題是如何借助高科技信息通信手段將公安警務(wù)信息資源應(yīng)用于現(xiàn)實公安工作,使公安警務(wù)信息資源得到整合并能真正服務(wù)于實戰(zhàn)。伴隨著公安部“金盾工程”的實施,這幾年來的公安警務(wù)信息化建設(shè)經(jīng)歷了基礎(chǔ)設(shè)施建設(shè)、公安網(wǎng)絡(luò)建設(shè)、信息管理系統(tǒng)及應(yīng)用軟件開發(fā)、信息應(yīng)用技術(shù)方法創(chuàng)新等幾個階段。目前則致力于開發(fā)統(tǒng)一的警務(wù)信息系統(tǒng),構(gòu)建統(tǒng)一的警務(wù)信息平臺,使各種警務(wù)信息在共享平臺上實現(xiàn)充分而又高效的集散。在新形勢下,公安機關(guān)大力倡導(dǎo)的“網(wǎng)上作戰(zhàn)”,運用的主要也是各類警務(wù)信息資源。公安警務(wù)信息資源的整合和利用能極大提高公安工作的效率和偵查破案的攻堅能力。本文就如何有效整合公安警務(wù)信息資源,發(fā)揮公安警務(wù)信息化最大效能,借鑒經(jīng)濟學(xué)原理,以帕累托改進的思路提出了解決這些問題的一些設(shè)想。
[Abstract]:With the rapid development of information technology, the social security environment is becoming more complex and changeable, and the crime means are becoming more intelligent, scientific and professional. For the public security work, only by actively collecting information, analyzing information objectively, using information reasonably, can we grasp the pulse of public order in contemporary society, and we can prevent, control and crack down on illegal and criminal activities at a leisurely pace. Therefore, it is of great significance to strengthen the information construction of public security, to severely crack down on all kinds of illegal and criminal activities, to improve the ability of comprehensively controlling public order, and to realize the sustainable development of public security work. As an important part of the information construction of public security, the fundamental problem to be solved in the informatization of police affairs is how to apply the information resources of police affairs to the real public security work by means of high-tech information communication. So that police information resources can be integrated and can really serve the actual combat. With the implementation of the "Golden Shield Project" of the Ministry of Public Security, the information construction of police affairs in the past few years has experienced several stages, such as infrastructure construction, public security network construction, information management system and application software development, and innovation of information application technology and methods. At present, it is committed to develop a unified police information system and build a unified police information platform, so that all kinds of police information can be distributed fully and efficiently on the shared platform. In the new situation, the public security organs strongly advocate the "online operations", the main use of all kinds of police information resources. The integration and utilization of police information resources can greatly improve the efficiency of public security work and the ability of investigating and solving crimes. This paper puts forward some ideas on how to effectively integrate information resources of police affairs, give play to the maximum efficiency of information of police affairs, draw lessons from the principles of economics and solve these problems with the idea of Pareto improvement.
