【摘要】： 我國(guó)戶籍制度是在計(jì)劃經(jīng)濟(jì)體制下建立起來(lái)的,曾經(jīng)在人口管理、糧食以及農(nóng)副產(chǎn)品分配等方面發(fā)揮了重要作用。隨著我國(guó)經(jīng)濟(jì)和社會(huì)的發(fā)展,現(xiàn)行戶籍制度中的弊端開始不斷顯現(xiàn)。其中,城市和農(nóng)村戶口的二元化管理,遷徙不自由,戶籍被人為賦予太多的“附加值”等問(wèn)題暴露得比較突出。同時(shí)戶籍制度的弊端也引發(fā)了諸多問(wèn)題,如無(wú)法構(gòu)建統(tǒng)一的勞動(dòng)力要素市場(chǎng),公民合法權(quán)益得不到有效保護(hù),戶籍證明公民身份的行政效力弱,社會(huì)治安管理困難,不同戶籍身份擁有者相關(guān)權(quán)益享有權(quán)的不平等,等等。這與構(gòu)建和諧社會(huì)的總目標(biāo)相悖。為此,只有大力推進(jìn)戶籍制度改革,完善相關(guān)法律法規(guī)和管理體系建設(shè),才能進(jìn)一步推動(dòng)平等、自由、和諧的中國(guó)特色社會(huì)主義社會(huì)的偉大事業(yè)不斷前行。 本文基于改革開放以來(lái)我國(guó)戶籍制度的發(fā)展變化,以及暴露出的問(wèn)題展開論述,通過(guò)與國(guó)外先進(jìn)戶籍管理經(jīng)驗(yàn)進(jìn)行比較分析,提出推進(jìn)我國(guó)戶籍制度改革的具體措施建議。全文分四大部份：第一部分介紹了改革開放以來(lái)我國(guó)戶籍制度的發(fā)展演變過(guò)程；第二部分著重論述了當(dāng)前我國(guó)戶籍制度改革面臨的問(wèn)題和障礙性因素；第三部分通過(guò)與國(guó)外先進(jìn)戶籍制度進(jìn)行比較,得出有關(guān)啟示；第四部分是在前面分析研究的基礎(chǔ)上,提出推進(jìn)我國(guó)戶籍制度改革的具體措施建議。
[Abstract]:China's household registration system was established under the planned economic system and has played an important role in population management, grain and distribution of agricultural and sideline products.With the development of China's economy and society, the drawbacks of the current household registration system began to emerge. At the same time, the drawbacks of the household registration system have also caused many problems, such as the failure to build a unified labor factor market, the lack of effective protection of citizens'legitimate rights and interests, the weak administrative effectiveness of the household registration certification of citizenship, the difficulty of social security management, and the popularity of different household registration identities. This is contrary to the general goal of building a harmonious society. Therefore, only by vigorously promoting the reform of the household registration system and improving the construction of relevant laws and regulations and management system can we further promote the great cause of the socialist society with Chinese characteristics of equality, freedom and harmony.
Based on the development and changes of China's household registration system since the reform and opening up, as well as the problems exposed, this paper makes a comparative analysis with foreign advanced household registration management experience, and puts forward specific measures and suggestions to promote the reform of China's household registration system. The full text is divided into four parts: The first part introduces China's household registration system since the reform and opening up. The second part focuses on the problems and obstacles facing the reform of China's household registration system; the third part compares with foreign advanced household registration system and draws relevant inspirations; the fourth part puts forward specific measures to promote the reform of China's household registration system on the basis of the previous analysis and research.
