【摘要】：隨著司法體系改革的深入,社區(qū)矯正體制逐步在我國確立,全國有30個(gè)省(市、自治區(qū))的司法機(jī)關(guān)內(nèi)設(shè)了社區(qū)矯正機(jī)構(gòu),有8.3萬名矯治社工,有199.4萬矯治對象。但是現(xiàn)行的矯治工作仍屬于淺層次的“監(jiān)管”方式而非深層次提升社會(huì)適應(yīng)能力,加強(qiáng)相關(guān)項(xiàng)目實(shí)踐、豐富現(xiàn)有的實(shí)踐素材,探尋介入途徑與方式、方法,成為當(dāng)前矯治社會(huì)工作領(lǐng)域中不斷努力的方向。本項(xiàng)目屬于矯正社會(huì)工作領(lǐng)域的應(yīng)用性研究。項(xiàng)目目標(biāo)旨在了解矯正對象需求,增強(qiáng)矯治對象自信心、改善矯治對象與社區(qū)居民的溝通模式,提高他們的社區(qū)參與度,進(jìn)而融入社區(qū)。項(xiàng)目的創(chuàng)新點(diǎn)在于,一方面,突破傳統(tǒng)單純個(gè)案式的微觀服務(wù)模式,在社區(qū)參與、社區(qū)組織過程中實(shí)現(xiàn)矯治對象的再社會(huì)化,增加作為矯治對象角色下社區(qū)生活的新技能;另一方面,運(yùn)用“社區(qū)為本”的服務(wù)理念,通過人群的服務(wù)實(shí)現(xiàn)社區(qū)發(fā)展,通過社區(qū)組織解決人群障礙。項(xiàng)目實(shí)施中,筆者歷時(shí)3個(gè)多月,在J社區(qū)與7名矯正對象建立了良好的專業(yè)關(guān)系,協(xié)助社區(qū)骨干居民與矯正對象成立“彩虹橋”互助會(huì)社區(qū)社會(huì)組織,設(shè)計(jì)并開展了“社區(qū)宣傳”、“社區(qū)展播”、“社區(qū)學(xué)堂”、“社區(qū)風(fēng)尚”、“社區(qū)衛(wèi)士”與“社區(qū)聯(lián)誼”六期針對性強(qiáng)的主題社區(qū)活動(dòng)。本文為項(xiàng)目完整的總結(jié)報(bào)告,系統(tǒng)性描述了研究背景與研究意義、境內(nèi)外研究情況與案例、項(xiàng)目實(shí)施過程與評估。本文還從實(shí)踐與理論的角度進(jìn)行了反思,總結(jié)了經(jīng)驗(yàn)與不足,提出了提高矯正社會(huì)工作的社會(huì)地位、在有條件的社區(qū)成立社會(huì)工作站并采用“三社聯(lián)動(dòng)”形式推動(dòng)矯正對象服務(wù)、加快矯正社會(huì)工作的選培提高業(yè)務(wù)素質(zhì)三個(gè)完善矯治社會(huì)工作發(fā)展的建議。
[Abstract]:With the deepening of the reform of the judicial system, the community correction system has been gradually established in China. There are 30 provinces (municipalities, autonomous regions) of the judicial organs in the establishment of community correction institutions, there are 83000 correction social workers, there are 1.994 million correction objects. However, the current corrective work still belongs to the shallow "supervision" mode rather than the deep level to enhance the ability to adapt to the society, strengthen the relevant project practice, enrich the existing practical material, explore the approach and method of intervention. Become the current correction of social work in the field of continuous efforts. This project belongs to the applied research in the field of corrective social work. The aim of the project is to understand the needs of correction objects, to enhance their self-confidence, to improve the communication mode between correction objects and community residents, to increase their community participation, and to integrate them into the community. The innovation of the project lies in, on the one hand, breaking through the traditional micro-service mode of simple case type, realizing the re-socialization of the correction object in the process of community participation and community organization, and increasing the new skills of community life under the role of the correctional object; On the other hand, the community-oriented service concept is used to realize community development through crowd service and to solve crowd obstacles through community organization. In the implementation of the project, the author has established a good professional relationship with 7 correction objects in community J for more than three months, and assisted the key residents of the community and the object of correction to set up the "Rainbow Bridge" Society Community Social Organization. Designed and carried out "Community propaganda", "Community Show broadcast", "Community School", "Community Fashion", "Community Guard" and "Community Friendship" six targeted theme community activities. This paper systematically describes the research background and significance, domestic and foreign research situation and cases, project implementation process and evaluation. This paper also reflects on the practice and theory, summarizes the experience and shortcomings, and proposes to improve the social status of the correction of social work. It is suggested to set up social workstation in conditional community and adopt the form of "three societies' linkage" to promote the service of correction object, and to speed up the selection and training of correction social work, improve the professional quality and improve the development of social work.
