天津市公安局績(jī)效評(píng)估研究

【摘要】: 公安機(jī)關(guān)作為政府職能部門的重要組成部分,隨著新公共管理的浪潮,廣泛開展了績(jī)效評(píng)估的實(shí)踐。在國(guó)外,尤其是在英國(guó)和美國(guó),警察機(jī)關(guān)的績(jī)效評(píng)估被作為一項(xiàng)有效的管理工具,在公共行政中受到關(guān)注,從而得以大力發(fā)展。近幾年,隨著我國(guó)改革開放力度的不斷加大和政府行政改革實(shí)踐的不斷深入,我國(guó)各級(jí)公安機(jī)關(guān)在績(jī)效評(píng)估方面也做了很多有益的探索。 本文以天津市公安局分局績(jī)效評(píng)估工作為例,通過對(duì)當(dāng)前評(píng)估體系的系統(tǒng)分析,指出了目前績(jī)效評(píng)估工作中存在的問題,對(duì)當(dāng)前績(jī)效評(píng)估工作中遇到的橫向比較公平性問題,提出解決方法。即:運(yùn)用因子分析法對(duì)影響公安工作有關(guān)因素進(jìn)行分析,確定四個(gè)互不相關(guān)的影響因子;再對(duì)四個(gè)因子與刑事發(fā)案總數(shù)和刑事破案總數(shù)進(jìn)行回歸分析,確定回歸的殘差,以回歸殘差作為相對(duì)的工作績(jī)效;最后,通過比較各分局破案總數(shù)和發(fā)案總數(shù)的殘差值,確定各分局的績(jī)效評(píng)估結(jié)果排名。
[Abstract]:As an important part of government function department, public security organ has carried out the practice of performance evaluation widely with the tide of new public management. In foreign countries, especially in the United Kingdom and the United States, the performance evaluation of the police is regarded as an effective management tool. In recent years, with the continuous increase of reform and opening up and the deepening of the practice of government administrative reform, the public security organs at all levels of our country have also made a lot of useful exploration in the aspect of performance evaluation. This paper takes the performance evaluation work of Tianjin Public Security Bureau as an example, points out the problems existing in the current performance evaluation work, and points out the problems encountered in the current performance evaluation work through the systematic analysis of the current evaluation system, and points out the horizontal equity problems encountered in the current performance evaluation work. Put forward the solution. That is to say, the factors affecting public security work are analyzed by factor analysis, and the four unrelated factors are determined, and the regression analysis of the four factors with the total number of criminal cases and the total number of criminal cases solved is carried out to determine the residual error of the regression. The regression residual is taken as the relative performance. Finally, by comparing the residual values of the total number of cases solved and the total number of cases issued, the ranking of the performance evaluation results of the sub-bureaus is determined.
