【摘要】： 群體性事件對于任何一個國家而言,都是一個不能回避且必須正視的問題。改革開放的中國則把社會轉(zhuǎn)型、經(jīng)濟轉(zhuǎn)軌和政治體制調(diào)整濃縮在了同一歷史時期。在這場波瀾壯闊的改革進程中,我國的經(jīng)濟體制、社會結(jié)構(gòu)、利益格局和思想觀念都發(fā)生了深刻的變化,過去單一、均等化的社會利益格局被打破,建立了以利益為基礎(chǔ)的社會發(fā)展動力,有力推動著經(jīng)濟社會的迅速發(fā)展。然而,在經(jīng)濟社會快速發(fā)展的同時,一些深層次的利益矛盾和社會問題也逐漸顯現(xiàn)出來。城鄉(xiāng)、區(qū)域、經(jīng)濟社會發(fā)展不均衡現(xiàn)象日益凸顯,利益結(jié)構(gòu)調(diào)整引發(fā)的群體利益沖突也頻繁出現(xiàn),教育、醫(yī)療、住房、就業(yè)等涉及群眾切身利益的問題比較突出,這一系列利益博弈矛盾和社會民生問題,均為群體性事件的發(fā)生埋下了隱患。 群體性事件作為轉(zhuǎn)型期人民內(nèi)部矛盾的一種極端表現(xiàn)形式,一定程度上折射出改革進程中我國政府在社會治理層面存在的缺陷。頻繁出現(xiàn)在我國不同領(lǐng)域的群體性事件,已成為影響社會發(fā)展穩(wěn)定的突出問題,必將成為未來一個時期政府執(zhí)政能力面臨的最大挑戰(zhàn)。如何有效應(yīng)對改革進程中出現(xiàn)的群體性事件,提出符合我國實際需要的政策安排與路徑選擇,健全預(yù)防和治理群體性事件的各種機制,為社會發(fā)展提供長治久安的制度支撐,已成為時代發(fā)展的迫切需要。 論文著重研究了轉(zhuǎn)型期我國群體性事件的成因及治理的路徑,首先文章概述了轉(zhuǎn)型期我國群體性事件的概念、性質(zhì)及類型,闡述了轉(zhuǎn)型期群體性事件特征,并分析了新階段我國群體性事件的發(fā)展趨勢；接著文章從我國的經(jīng)濟和社會背景、機制和制度因素、文化和群體心態(tài)三個維度來深入分析轉(zhuǎn)型期群體性事件生成的原因：轉(zhuǎn)型期官員腐敗案件的層出不窮、民眾維權(quán)訴求遭遇體制性遲鈍、利益格局的失衡導(dǎo)致的收入分配不公現(xiàn)象嚴重等群體性事件生成的誘因；最后文章從利益整合、防治機制和社會參與的視閾提出了轉(zhuǎn)型期我國群體性事件治理的路徑完善：構(gòu)建均衡的利益分配、暢通的利益表達和完善的社會保障機制,健全有效地社會矛盾化解、良性的群體心態(tài)疏導(dǎo)和規(guī)范的事件應(yīng)急處置機制,充分發(fā)揮大眾傳媒、社會中介組織和社會資本參與主體在群體性事件治理中的積極作用。
[Abstract]:Group incident is an unavoidable problem for any country. Reform and opening-up of China's social transformation, economic transition and political restructuring concentrated in the same historical period. In this magnificent process of reform, profound changes have taken place in China's economic system, social structure, pattern of interests and ideas. The pattern of social interests, which was single and equalized in the past, has been broken. It has established the motive force of social development based on interest, which can promote the rapid development of economy and society. However, with the rapid development of economy and society, some deep-seated conflicts of interest and social problems are gradually emerging. The imbalance of urban and rural, regional, economic and social development is becoming increasingly prominent, and conflicts of interest caused by the adjustment of the interest structure are also frequent. Problems involving the vital interests of the masses, such as education, medical treatment, housing, employment, etc., are more prominent. This series of conflicts of interest game and social issues of people's livelihood are hidden dangers for the occurrence of group events. As an extreme manifestation of the contradictions among the people in the transitional period, group incidents reflect to a certain extent the defects of the Chinese government in the social governance in the process of reform. The frequent occurrence of mass events in different fields of our country has become a prominent problem affecting the social development and stability, and will certainly become the biggest challenge to the government's governing ability in a future period. How to effectively deal with the mass events in the process of reform, put forward the policy arrangement and path choice that meet the actual needs of our country, perfect the various mechanisms to prevent and control group incidents, and provide the system support for the social development for a long period of time. Has become an urgent need for the development of the times. This paper focuses on the cause of formation and the path of governance of the group events in China during the transition period. Firstly, the paper summarizes the concept, nature and types of the group events in China in the transition period, and expounds the characteristics of the group events in the transition period. It also analyzes the development trend of mass events in China in the new stage, and then analyzes the economic and social background, mechanism and institutional factors of our country. Three dimensions of culture and group mentality to deeply analyze the causes of the formation of group events in the transition period: the emergence of corruption cases of officials in the transition period, the demand for civil rights rights encountered system dullness, The imbalance of interest pattern leads to serious unfair income distribution and other inducements of mass events. Finally, the article from the interest integration, From the perspective of prevention and control mechanism and social participation, this paper puts forward the ways to improve the governance of mass incidents in China during the transition period: to construct a balanced distribution of interests, to express unimpeded interests and to perfect the social security mechanism, and to resolve social contradictions effectively. The benign group mentality and the standardized emergency handling mechanism can give full play to the positive role of the mass media, social intermediary organizations and social capital participants in the governance of mass incidents.
