【摘要】：在改革開放不斷深入的背景下,我國的社會結(jié)構(gòu)、經(jīng)濟(jì)結(jié)構(gòu)已經(jīng)發(fā)生了變化,在這種背景下,內(nèi)蒙古克什克騰旗公安機(jī)關(guān)的執(zhí)法環(huán)境也發(fā)生了很大的改變,其中警力不足是所有問題中最為重要的問題之一。為了緩解這種矛盾存在,克什克騰旗公安機(jī)關(guān)和政府部門建立了警務(wù)輔助人員隊(duì)伍,已經(jīng)成為公安隊(duì)伍中的一股重要力量,在打擊違法犯罪、維護(hù)治安等方面做出了很大的貢獻(xiàn)。但是,警務(wù)輔助人員人員管理中存在的各種問題也不斷顯現(xiàn)了出來。文章首先對我國警務(wù)輔助人員的研究背景及意義進(jìn)行了闡述,然后分析了警務(wù)輔助人員的相關(guān)研究文學(xué)及概念,結(jié)合我國警務(wù)輔助人員的管理模式以及國內(nèi)外警務(wù)管理的經(jīng)驗(yàn)歸納,在理論與實(shí)踐的基礎(chǔ)上,以內(nèi)蒙古克什克騰旗警務(wù)輔助人員為研究群體,對該克什克騰旗的警務(wù)輔助人員管理現(xiàn)狀進(jìn)行了論述,通過問卷調(diào)查進(jìn)一步分析得出克什克騰旗警務(wù)輔助人員的管理存在諸多問題:離職傾向高、工作效率偏低、崗位職責(zé)混亂、培訓(xùn)與考核流于形式等,進(jìn)一步分析發(fā)現(xiàn),造成上述問題的原因主要是薪酬偏低、工作負(fù)荷重、考核及晉升機(jī)制不完善、工作環(huán)境較差、職位的社會認(rèn)同度低等�；趯�(shí)證分析結(jié)果,本文分別從改善警務(wù)輔助人員招錄與培訓(xùn)體系、改善警務(wù)輔助人員薪酬和考核機(jī)制、改善警務(wù)輔助人員工作環(huán)境、建立警務(wù)輔助人員晉升渠道加強(qiáng)警務(wù)輔助人員管理的法制化建設(shè)、建立警務(wù)輔助人員社會支持體系等方面出發(fā),構(gòu)建了提升克什克騰旗警務(wù)輔助人員管理的對策體系,以期為我國警務(wù)輔助人員的規(guī)范化管理體系構(gòu)建貢獻(xiàn)一定的力量。
[Abstract]:Under the background of deepening reform and opening up, the social structure and economic structure of our country have changed. Under this background, the law enforcement environment of the public security organs of Keshiketen Banner in Inner Mongolia has also undergone great changes.The shortage of police is one of the most important problems.In order to alleviate this contradiction, the public security organs and government departments of the Keshiketen Banner have established a contingent of auxiliary police officers, which has become an important force in the public security force and is cracking down on illegal and criminal activities.Maintenance of public order and other aspects have made great contributions.However, all kinds of problems in the management of police assistant personnel are also emerging.Firstly, the paper expounds the background and significance of the research on the auxiliary police officers in our country, and then analyzes the literature and concepts of the research on the auxiliary police officers.On the basis of theory and practice, combined with the management mode of police auxiliary personnel in our country and the experience of police management at home and abroad, this paper takes the police auxiliary personnel of Keshiketen Banner in Inner Mongolia as a research group.This paper discusses the present situation of the police assistant staff management in the Keshiketeng Banner. Through the questionnaire survey, it is found that there are many problems in the management of the police auxiliary personnel in the Kshketeng Banner: high turnover intention and low work efficiency.Further analysis shows that the causes of the above problems are low salary, heavy workload, imperfect examination and promotion mechanism, and poor working environment.The social identity of the position is low.Based on the results of empirical analysis, this paper improves the recruitment and training system of police auxiliaries, the salary and examination mechanism of police auxiliary personnel, and the working environment of police auxiliary personnel.From the aspects of establishing the channels for the promotion of auxiliary police officers and strengthening the legal construction of the management of auxiliary police officers, and establishing the social support system for the auxiliary police officers, this paper constructs a countermeasure system to promote the management of auxiliary police officers in Keshiketen Banner.In order to contribute to the establishment of the standardized management system of China's police auxiliary personnel.
