【摘要】：上海市的人口綜合調(diào)控主要是建立在居住證積分制基礎(chǔ)上的一系列調(diào)控。居住證積分制既是流動人口服務(wù)管理制度,也是引導(dǎo)流動人口家庭去留上海的重要調(diào)控手段,對流動人口家庭的影響最大。一方面,居住證積分制建立起了對流動人口的"梯度賦權(quán)、權(quán)責(zé)對等"公共服務(wù)供給制度,另一方面,又建立起了對大多數(shù)流動人口的綜合治理制度。因此,本文擬在本人2013年所做的《上海市流動人口家庭對社區(qū)公共服務(wù)的需求及滿意度調(diào)查》及30戶流動人口家庭個案訪談的基礎(chǔ)上,深入分析居住證積分制調(diào)控對上海市流動人口家庭社會服務(wù)需求的影響,并提出構(gòu)建流動人口家庭社會服務(wù)體系的對策思路。
[Abstract]:The comprehensive control of population in Shanghai is mainly based on a series of regulation and control based on the integral system of residence permit. The integral system of residence permit is not only a service management system for the floating population, but also an important control means to guide the floating population family to stay in Shanghai. On the one hand, the residence card integration system has established the flow of the residence permit. On the other hand, the population's "gradient empowerment, power and responsibility equal" public service supply system, and on the other hand, set up a comprehensive management system for the majority of the floating population. Therefore, this paper is to investigate the demand and satisfaction of the Shanghai floating population family to the community public service in 2013 and the basis of the family case interview of 30 floating population families. On the basis of the analysis, the influence of the residence card integration system on the social service demand of the floating population family in Shanghai is deeply analyzed, and the Countermeasures for constructing the family social service system of the floating population are put forward.
