【摘要】：正近年來,網(wǎng)絡(luò)群體性事件的頻繁發(fā)生,給我國社會穩(wěn)定和經(jīng)濟(jì)發(fā)展帶來諸多的負(fù)面影響,政府在治理網(wǎng)絡(luò)群體性事件的效果不甚理想,化解網(wǎng)絡(luò)群體性矛盾仍存在很多困境。從當(dāng)前研究看,學(xué)者們從不同的學(xué)科視角對網(wǎng)絡(luò)群體性事件的治理提出了應(yīng)對之策,政府治理的手段主要是公共政策,政府通過實(shí)施公共政策來實(shí)現(xiàn)治理網(wǎng)絡(luò)群體性事件的政策目標(biāo),政策實(shí)施與政策目標(biāo)之間通過政策工具連接。而政策工具選擇是否恰當(dāng)會直接影響政策執(zhí)行的效果。因此,本文從政策工具
[Abstract]:In recent years, the frequent occurrence of network group events has brought many negative effects to the social stability and economic development of our country. The effect of the government in managing the network group incidents is not ideal, and there are still many difficulties in resolving the network group contradiction.From the current research point of view, scholars have put forward countermeasures for the governance of network group events from different disciplinary perspectives. The main means of government governance is public policy.Through the implementation of public policy, the government realizes the policy goal of managing network group events, and the policy implementation and policy goal are connected by policy tools.Whether the choice of policy tools is appropriate will directly affect the effect of policy implementation.Therefore, this article starts with policy tools
