【摘要】： 深圳作為中國(guó)最大的“移民”城市,在發(fā)生的搶劫、搶奪、殺人、強(qiáng)奸、賣(mài)淫、販毒等惡性刑事案件中,90%以上是流動(dòng)人口所為。而傳統(tǒng)的犯罪治理模式已不能適應(yīng)流動(dòng)人口犯罪的新特征。探索和建立新形勢(shì)下流動(dòng)人口犯罪治理新方法,預(yù)防、控制和打擊流動(dòng)人口違法犯罪,已是公安機(jī)關(guān)的當(dāng)務(wù)之急。情報(bào)信息建設(shè)是近年來(lái)一種新型的警務(wù)模式,以基于知識(shí)的情報(bào)理論、多元進(jìn)化理論和環(huán)境犯罪學(xué)理論為理論基礎(chǔ),能夠做到高數(shù)量采集外來(lái)流動(dòng)人口信息、高強(qiáng)度應(yīng)用外來(lái)流動(dòng)人口信息、高難度研判外來(lái)流動(dòng)人口信息,可以真正實(shí)現(xiàn)對(duì)流動(dòng)人口違法犯罪的有效防控和精確打擊。深圳市公安機(jī)關(guān)應(yīng)該堅(jiān)持以情報(bào)信息建設(shè)作為流動(dòng)人口犯罪治理的主導(dǎo)。 目前,深圳市流動(dòng)人口犯罪治理中情報(bào)信息建設(shè)已經(jīng)具備了信息資源比較豐富、隊(duì)伍具有一定的規(guī)模、機(jī)制已初步建成的現(xiàn)狀。但是通過(guò)對(duì)深圳市已成立情報(bào)機(jī)構(gòu)的部門(mén)的領(lǐng)導(dǎo)和負(fù)責(zé)人的走訪,以及對(duì)深圳某刑事案件高發(fā)的轄區(qū)派出所民警和轄區(qū)居民進(jìn)行調(diào)查問(wèn)卷分析,運(yùn)用分析法、比較法、調(diào)研法等研究方法,發(fā)現(xiàn)深圳市公安機(jī)關(guān)在情報(bào)信息建設(shè)上還存在認(rèn)識(shí)不到位、情報(bào)信息質(zhì)量較低、共享性較差、機(jī)制不健全、利用模式單一等問(wèn)題。然后借鑒國(guó)內(nèi)外先進(jìn)的情報(bào)信息建設(shè)的經(jīng)驗(yàn),提出在深圳市公安機(jī)關(guān)開(kāi)展情報(bào)信息建設(shè)需要樹(shù)立科學(xué)的情報(bào)信息理念,遵循客觀、準(zhǔn)確、全面、及時(shí)的原則,配備強(qiáng)有力的專(zhuān)業(yè)隊(duì)伍,搭建集中管理、綜合應(yīng)用、信息研判的平臺(tái),建立統(tǒng)一的運(yùn)行、信息交換、考核和獎(jiǎng)懲、培訓(xùn)等機(jī)制等總體設(shè)想。并在此設(shè)想的基礎(chǔ)上,闡述情報(bào)信息建設(shè)能夠運(yùn)用到預(yù)測(cè)流動(dòng)人口犯罪趨勢(shì)、主導(dǎo)各種刑事案件的偵查破案、防范控制流動(dòng)人口犯罪這三個(gè)方面,運(yùn)用的途徑有排查偵查線索、網(wǎng)上串并案件、網(wǎng)上追逃、信息預(yù)警防控、信息監(jiān)控,實(shí)施步驟分為情報(bào)海量收集、情報(bào)專(zhuān)業(yè)研判、情報(bào)高度共享、情報(bào)綜合應(yīng)用四個(gè)步驟。通過(guò)上述研究,為有效地開(kāi)展預(yù)防、控制和打擊流動(dòng)人口犯罪,為深圳社會(huì)穩(wěn)定和經(jīng)濟(jì)發(fā)展做出貢獻(xiàn)。

And then draw lessons from the domestic and foreign advanced information construction the experience presented at the Shenzhen city public security organs to carry out information construction needs to establish a scientific concept of information, follow the objective, accurate, comprehensive, timely original Then, with a strong team of professionals, build centralized management, comprehensive application, information analysis platform, the establishment of a unified operation, information exchange, appraisal and reward, training mechanism and the overall vision. On this foundation, this information can be used to predict the trend of the construction of the floating population crime, criminal investigation leading various criminal the case, prevention and control of floating population crimes in these three aspects, using the way of investigation investigation clues, online and case series, online pursuit of information warning, prevention and control, information monitoring, implementation steps to collect intelligence massive, professional intelligence analysis, information sharing and comprehensive application of information four steps. Through the above research, for to effectively carry out the prevention, control and combat the crime of floating population, make contribution to Shenzhen's economic development and social stability.
