【摘要】: 當前,我國經(jīng)濟社會快速發(fā)展,社會治安形勢也隨之發(fā)生深刻變化,構(gòu)建、推行適應經(jīng)濟社會發(fā)展需要的現(xiàn)代警務(wù)機制刻不容緩。現(xiàn)代警務(wù),從刑事司法到行政管理,從警隊管理到公共關(guān)系,都需要警察具備相應的職業(yè)能力予以支撐和保障。提高警察的職業(yè)能力,加強公安教育是主要途徑。然而長期以來,我國公安教育主要借鑒前蘇聯(lián)和東歐一些國家警察教育的模型、參照社會普通高校學歷教育的模式、圍繞“學科為中心”來展開,偏重職前教育和理論知識,忽視警察終身教育體系建設(shè),弱化了警察職業(yè)能力的培養(yǎng),缺乏公安特色,滯后于現(xiàn)代警務(wù)建設(shè)需要,或者說雖然有些地區(qū)紛紛加大改革創(chuàng)新力度,但從整體上來說我國的公安教育尚未真正定型。同時,在當前職業(yè)教育越來越受到社會各界高度重視和普遍關(guān)注之時,對公安教育的根本屬性及其發(fā)展戰(zhàn)略,不僅引發(fā)了重新審視和反思,也注入了新的理念和內(nèi)涵,重構(gòu)我國公安教育模型正當其時。 本文立足于現(xiàn)代警務(wù)和我國職業(yè)教育發(fā)展的戰(zhàn)略背景,從探究職業(yè)教育與公安教育的聯(lián)系入手,深入分析了職業(yè)教育特性和公安教育屬性,并通過對經(jīng)濟社會發(fā)展形勢、現(xiàn)代警務(wù)活動、學習型警隊建構(gòu)理論的認識把握,以及對世界先進警察教育發(fā)展狀況的比較研究,闡述了現(xiàn)代警務(wù)對公安教育改革提出的新要求;同時,在描述我國公安教育發(fā)展沿革情況、剖析當前我國公安教育存在的主要癥結(jié)的基礎(chǔ)上,從公安教育的理念、目標、原則和標準等方面提出了重構(gòu)公安教育模型的基本方略,進而就如何以職業(yè)教育理論為指導,重構(gòu)以公安教育管理體系、公安教育機制、第二?平逃J健⒕旖K身教育體系、教學訓練模式、師資隊伍建設(shè)等為主體的公安教育模型,提出了思路和建議。
[Abstract]:At present, with the rapid development of our country's economy and society, the social security situation has also undergone profound changes. It is urgent to construct and implement a modern policing mechanism to meet the needs of economic and social development. From the police management to the public relations, it is necessary for the police to have the corresponding professional ability to support and guarantee. It is the main way to improve the professional ability of the police and strengthen the public security education. However, for a long time, China's public security education mainly draws lessons from the models of police education in the former Soviet Union and some countries in Eastern Europe, and refers to the model of academic education in general colleges and universities in the society. It is carried out around "discipline as the center", with emphasis on pre-service education and theoretical knowledge. Neglecting the construction of police life-long education system weakens the training of police professional ability, lacks the characteristics of public security, lags behind the needs of modern police construction, or, in some areas, increases the intensity of reform and innovation. But on the whole, the public security education in our country has not really been finalized. At the same time, at the same time, when the vocational education is paid more and more attention to by all walks of life in the society, the basic attribute of public security education and its development strategy are discussed. It not only causes re-examination and introspection, but also infuses new ideas and connotations, and reconstructs the public security education model of our country at the right time. Based on the strategic background of modern policing and the development of vocational education in China, this paper analyzes the characteristics of vocational education and the attributes of public security education from the perspective of exploring the relationship between vocational education and public security education, and analyzes the situation of economic and social development through the analysis of the characteristics of vocational education and the attributes of public security education. The modern police activities, the cognition and grasp of the learning police force construction theory, and the comparative study on the development of the advanced police education in the world, expound the new requirements of the modern police service to the police education reform, at the same time, On the basis of describing the development and evolution of public security education in our country and analyzing the main sticking points of the current public security education in China, this paper puts forward the basic strategy of reconstructing the public security education model from the aspects of the concept, objectives, principles and standards of public security education. Then how to take the vocational education theory as the guidance, how to reconstruct the public security education management system, the public security education mechanism, the second specialized education pattern, the police lifelong education system, the teaching and training mode, This paper puts forward some ideas and suggestions on the model of public security education, which is the main body of the construction of teaching staff.
