【摘要】： 本文先是分析了警察的犯罪防控角色,主要是警察角色的概念、警察角色的定位以及我國(guó)警察的工具角色。接著詳細(xì)介紹了當(dāng)前西方警察三級(jí)預(yù)防犯罪理論和我國(guó)目前具有代表性的犯罪預(yù)防理論體系,并指出當(dāng)前被世界各國(guó)普遍接受的理論認(rèn)為警察的核心角色是預(yù)防犯罪。警察的社會(huì)角色并非一成不變,而是隨著社會(huì)的變化處于持續(xù)發(fā)展的過程中。而我國(guó)正處于社會(huì)轉(zhuǎn)型時(shí)期,社會(huì)急劇變遷,各種矛盾加劇,犯罪率不斷升高,社會(huì)轉(zhuǎn)型對(duì)犯罪預(yù)防提出了新的挑戰(zhàn),同時(shí)警察在犯罪預(yù)防中的任務(wù)也面臨巨大的挑戰(zhàn)。我們應(yīng)當(dāng)順應(yīng)世界警察角色轉(zhuǎn)變的潮流,結(jié)合我國(guó)的實(shí)際推進(jìn)警察角色的轉(zhuǎn)變。這就迫切要求警察改變?cè)诜缸镱A(yù)防中的角色——即與單純的打擊犯罪向打擊、防范、服務(wù)并舉轉(zhuǎn)變。當(dāng)前的任務(wù)就是要構(gòu)建適應(yīng)新時(shí)期的警察角色。要對(duì)警察進(jìn)行技能和心理的全方位培訓(xùn),使警察了解自身所扮演的社會(huì)角色并進(jìn)一步產(chǎn)生角色認(rèn)同感,讓警察全面熟悉自己的職責(zé),提高警察對(duì)自己職業(yè)的角色認(rèn)同感,樹立堅(jiān)定的職業(yè)信念。主要做法包括三個(gè)方面:一是要融合警民關(guān)系,二是要加強(qiáng)公安隊(duì)伍自身建設(shè),三是要加強(qiáng)刑偵專業(yè)工作和隊(duì)伍建設(shè),四是要建立建全公安法制執(zhí)法監(jiān)督體系。從而實(shí)現(xiàn)警察職能從專政職能向服務(wù)社會(huì)、服務(wù)公眾職能的轉(zhuǎn)變,這是順應(yīng)我國(guó)新的社會(huì)歷史條件的客觀要求和公安職能本身的發(fā)展趨勢(shì),將對(duì)今后的公安工作和公安隊(duì)伍建設(shè)產(chǎn)生深刻而深遠(yuǎn)的影響,也一定會(huì)更好地為經(jīng)濟(jì)發(fā)展、社會(huì)進(jìn)步以及人民群眾的安居樂業(yè)創(chuàng)造一個(gè)良好的社會(huì)治安環(huán)境。
[Abstract]:This paper first analyzes the role of the police in crime prevention and control, mainly the concept of the role of the police. The position of the police role and the instrumental role of the police in our country. Then, it introduces in detail the current three-level crime prevention theory of the western police and the representative crime prevention theory system of our country. And points out that the theory that is generally accepted in the world at present is that the central role of the police is crime prevention, and the social role of the police is not fixed. But with the social changes in the process of sustainable development, and our country is in a period of social transformation, social rapid changes, intensified contradictions, rising crime rate, social transformation has put forward a new challenge to crime prevention. At the same time, the task of the police in crime prevention is also facing enormous challenges. We should conform to the changing trend of the role of the police in the world. Combining the reality of our country to promote the change of the role of the police, it is urgent for the police to change their role in crime prevention-that is, with the simple fight against crime to attack and prevent, The current task is to build a police role to adapt to the new era. We should train the police in all aspects of their skills and psychology so that they can understand their own social role and develop a sense of identity. To make the police fully familiar with their own duties, to enhance the police's sense of identity towards their own professional roles, and to establish firm professional beliefs. The main approach includes three aspects: first, to integrate the relationship between the police and the people, and second, to strengthen the building of the public security team itself. The third is to strengthen the professional work of criminal investigation and the construction of the contingent, and the fourth is to establish a comprehensive supervision system of public security law enforcement, so as to realize the transformation of the police function from the function of dictatorship to the function of serving the society and serving the public. This is to comply with the objective requirements of the new social and historical conditions of our country and the development trend of the public security function itself, which will have a profound and far-reaching impact on the public security work and the building of the public security contingent in the future, and will certainly be better for the economic development. Social progress and the people living and working in peace and contentment to create a good social security environment.
