【摘要】： 當(dāng)前,青少年犯罪已經(jīng)成為全球性的社會問題,青少年犯罪與環(huán)境污染、毒品犯罪一樣,成為世界三大公害之一。青少年的健康成長,不僅關(guān)系到青少年自身的前途和家庭的幸福,還關(guān)系到社會穩(wěn)定和國家長治久安。如何有效控制和預(yù)防青少年犯罪,已成為全社會面臨的一個(gè)重要課題,亟需引起社會各界和政府各部門的高度警覺和重視。面對該問題我國政府先后出臺多項(xiàng)預(yù)防青少年犯罪的政策,同時(shí)也在立法層面上把保護(hù)青少年和預(yù)防青少年犯罪納入了法制軌道。20世紀(jì)80年代初期,中央政府就確立了用綜合治理手段解決青少年違法犯罪問題的基本方針。90年代以來,先后頒發(fā)了《中華人民共和國未成年保護(hù)法》、《中華人民共和國預(yù)防未成年人犯罪法》等法律法規(guī),為保護(hù)青少年健康成長、預(yù)防和減少青少年違法犯罪提供了強(qiáng)有力的法律武器。 筆者因工作的性質(zhì)以及對青少年犯罪現(xiàn)象的關(guān)注,在參閱了一些青少年犯罪研究的理論和成果的基礎(chǔ)上,對所居住城市的青少年犯罪案件進(jìn)行了對比和分析,歸納并總結(jié)了當(dāng)前本地區(qū)青少年犯罪在新時(shí)期、新形勢下呈現(xiàn)出的新特點(diǎn)和原因,并針對相關(guān)問題運(yùn)用哲學(xué)、法學(xué)、管理學(xué)、社會學(xué)、心理學(xué)等學(xué)科的基本原理,闡述了青少年犯罪的相關(guān)理論。并從管理學(xué)的角度對青少年犯罪進(jìn)行對策構(gòu)建,尤其是在完善社會綜合治理等方面提出了自己的觀點(diǎn),為我市更好地解決青少年犯罪問題構(gòu)建和諧包頭提供了借鑒。本論文共分以下幾個(gè)部分：第一部分：包頭市青少年犯罪的現(xiàn)狀及特點(diǎn)。這部分分析了包頭市青少年犯罪的現(xiàn)狀和特點(diǎn),為青少年犯罪研究過程中所遇到的問題提供參考和依據(jù)。第二部分：包頭市青少年犯罪原因分析。通過社會原因、家庭原因、學(xué)校原因、自身原因四方面進(jìn)行分析,為進(jìn)一步探討青少年犯罪的預(yù)防對策做鋪墊。第三部分：國內(nèi)外應(yīng)對青少年犯罪采取的對策。詳細(xì)介紹了國內(nèi)外應(yīng)對青少年犯罪所采取的措施,為包頭市未來的預(yù)防工作提供有益的借鑒。第四部分：包頭市在預(yù)防青少年犯罪管理工作中存在的問題及對策。針對目前包頭市青少年犯罪的現(xiàn)狀、特點(diǎn),及包頭市有關(guān)部門在預(yù)防青少年犯罪管理過程中存在的問題,提出了一些解決本市目前青少年犯罪情況的具體措施和方法。
[Abstract]:At present, juvenile delinquency has become a global social problem. Juvenile delinquency, like environmental pollution and drug crime, has become one of the three major public hazards in the world. It is not only related to the future of young people and the happiness of their families, but also to the stability of society and the long-term stability of the country. How to effectively control and prevent juvenile delinquency has become an important subject facing the whole society. It is urgent to arouse great vigilance and attention from all walks of life and various government departments. In the face of this problem, our government has successively issued many policies to prevent juvenile delinquency. At the same time, at the legislative level, the protection of young people and the prevention of juvenile delinquency were brought into the legal track. In the beginning of 80s, the central government established the basic policy of solving the problem of juvenile delinquency by means of comprehensive management since the 1990s. Laws and regulations such as the Law of the people's Republic of China on the Protection of minors and the Law of the people's Republic of China on the Prevention of Juvenile Delinquency have been promulgated successively to protect the healthy growth of young people. The prevention and reduction of juvenile delinquency provides a powerful legal weapon. Due to the nature of the work and the concern for the phenomenon of juvenile delinquency, the author compares and analyzes the juvenile delinquency cases in the cities in which he lives on the basis of referring to the theories and achievements of some researches on juvenile delinquency. This paper sums up and summarizes the new characteristics and causes of juvenile delinquency in this region in the new period and new situation, and applies the basic principles of philosophy, law, management, sociology, psychology and so on to the related problems. This paper expounds the relevant theories of juvenile delinquency, and puts forward its own views on how to construct the countermeasures of juvenile delinquency from the angle of management, especially in the aspects of perfecting the comprehensive management of society. This paper is divided into the following parts: the first part: the present situation and characteristics of juvenile delinquency in Baotou city. This part analyzes Qingxiao in Baotou city. The present situation and characteristics of the crimes committed in 2000, The second part: the analysis of the causes of juvenile delinquency in Baotou City. Through the social reasons, family reasons, school reasons, their own reasons, four aspects of analysis, In order to further explore the preventive measures of juvenile delinquency, the third part: the countermeasures to juvenile delinquency at home and abroad. The measures taken to deal with juvenile delinquency at home and abroad are introduced in detail. Part 4th: problems and countermeasures in the management of juvenile delinquency prevention in Baotou City, aiming at the present situation and characteristics of juvenile delinquency in Baotou City. And the problems existing in the process of preventing juvenile delinquency in Baotou city are put forward, and some concrete measures and methods to solve the situation of juvenile delinquency in this city are put forward.
