【摘要】：介紹了美國參眾兩院2013年農(nóng)場(chǎng)法案立法進(jìn)展,從整體上比較了兩個(gè)版本農(nóng)場(chǎng)法案支出結(jié)構(gòu)及變化趨勢(shì)。對(duì)美國參眾兩院2013年農(nóng)場(chǎng)法案12大類農(nóng)業(yè)支出進(jìn)行了整理,比較了兩者之間的差異,總結(jié)出美國農(nóng)業(yè)國內(nèi)支持政策的特征。研究發(fā)現(xiàn),美國將會(huì)取消農(nóng)業(yè)直接補(bǔ)貼,削減營養(yǎng)補(bǔ)貼,但是會(huì)增加對(duì)乳品、水稻、花生以及特色農(nóng)作物的支付力度,更加重視農(nóng)業(yè)風(fēng)險(xiǎn)管理、農(nóng)業(yè)環(huán)境保護(hù)、農(nóng)業(yè)信貸、農(nóng)業(yè)科技研發(fā)和推廣、新入農(nóng)民培訓(xùn)等項(xiàng)目支出。在預(yù)算削減的約束前提下,美國農(nóng)業(yè)的國內(nèi)支持力度不降反升。美國參議院農(nóng)場(chǎng)法案對(duì)農(nóng)業(yè)生產(chǎn)、農(nóng)產(chǎn)品價(jià)格和農(nóng)產(chǎn)品消費(fèi)保護(hù)力度要大于眾議院農(nóng)場(chǎng)法案。
[Abstract]:This paper introduces the legislative progress of the Farm Act 2013 in the House and Senate of the United States, and compares the expenditure structure and changing trend of the two versions of the Farm Act as a whole. This paper arranges the 12 categories of agricultural expenditure in the Farm Act 2013 of the House and Senate of the United States, compares the differences between the two, and summarizes the characteristics of domestic agricultural support policies in the United States. The study found that the United States will eliminate direct agricultural subsidies and cut nutrition subsidies, but will increase the payment of dairy products, rice, peanuts and characteristic crops, pay more attention to agricultural risk management, agricultural environmental protection, agricultural credit, agricultural science and technology research and development and promotion, new farmers training and other projects. Under the premise of budget cuts, domestic support for American agriculture has risen instead of falling. The Senate Farm Act protects agricultural production, agricultural prices and agricultural consumption more than the House Farm Act.
