【摘要】：中國改革進入深水區(qū),推進行政執(zhí)法體制改革是一項重要內(nèi)容。研究以J市F街道集中執(zhí)法改革為個案,探索了集中執(zhí)法改革背后的治理邏輯及其效果。研究發(fā)現(xiàn),J市F街道集中執(zhí)法改革暗合了整體性政府理論與后科層制的政府扁平化思想,由其衍生的一系列制度安排對于緩解乃至解決現(xiàn)有體制的多頭執(zhí)法、部門推諉扯皮、"上面管到看不到、下面看到管不到"等弊病的效果明顯。
[Abstract]:It is an important content to push forward the reform of administrative law enforcement system for China's reform into deep water area. Taking the reform of centralized law enforcement in F street of J City as an example, this paper explores the governance logic and its effect behind the reform of centralized law enforcement. The research finds that the reform of centralized law enforcement in the F streets of J City implicates the theory of holistic government and the idea of government flatness of the post-sectorial system, and a series of institutional arrangements derived from it can alleviate and even solve the long-term law enforcement of the existing system, and the departments evade the blame. The effect of malaise such as "can't see the tube above, can't see the tube below" is obvious.
