【摘要】：瓊安·艾琳·蓋博瑞諾維奇教授早在1987年就從事空間和測控法律專業(yè)的教學(xué),隨后長期擔(dān)任美國密西比大學(xué)遙感與航空航天法中心教授。2015年,國際空間法學(xué)會理事瓊安·艾琳·蓋博瑞諾維奇女士獲得中國空間法學(xué)會國際貢獻(xiàn)獎殊榮,這是該學(xué)會頒發(fā)的首個國際貢獻(xiàn)獎。2016年11月10日,中國空間法學(xué)會第3期學(xué)術(shù)沙龍邀請艾琳·蓋博瑞諾維奇教授做了題為"美國GPS法律的緣起、行業(yè)治理及國際合作"的報告。本次沙龍主題雖然并非全新的,但對中國來說具有顯著意義,鑒于我國已發(fā)射并建立了自己的北斗衛(wèi)星定位系統(tǒng),因此對我國的遙感與衛(wèi)星定位系統(tǒng)相關(guān)法規(guī)的制定有很強借鑒意義。來自國內(nèi)眾多不同機構(gòu)的空間領(lǐng)域?qū)W者參加了這次沙龍。以下是蓋博瑞諾維奇教授報告的主要內(nèi)容。
[Abstract]:Professor Joan Irene Gaborinovich taught space and TT & C law as early as 1987, and later served as a professor at the Center for remote Sensing and Aerospace Law at the University of Michigan, USA, in 2015. Ms. Joan Irene Geporinovich, Director of the International Society of Space Law, was awarded the International contribution Award of the Chinese Society of Space Law, the first international contribution award awarded by the Society. On 10 November 2016, The 3rd academic Salon of the Chinese Society of Space Law invited Professor Irene Gaborinovich to give a report entitled "the Origin of American GPS Law, Industry Governance and International Cooperation". Although the theme of this salon is not entirely new, it is of great significance to China, since China has launched and built its own Beidou satellite positioning system. Therefore, it is of great significance to make laws and regulations of remote sensing and satellite positioning system in China. Space scholars from many different institutions in the country participated in the salon. The following are the main points of Professor Gaborinovich's report.
