【摘要】：載存于清水江文書中的苗族、侗族環(huán)境生態(tài)習(xí)慣法,以森林生態(tài)環(huán)境保護(hù)——尤以林木資源的"保存和保持"為主要內(nèi)容,蘊(yùn)涵著曾保障明清以來清水江流域生態(tài)環(huán)境與林業(yè)循環(huán)經(jīng)濟(jì)的長期"協(xié)調(diào)發(fā)展"的核心價值。其對解決清水江流域及至我國民族地區(qū)實(shí)施"退耕還林"后所引發(fā)的發(fā)展與生態(tài)環(huán)境之間的矛盾,對實(shí)施"精準(zhǔn)扶貧"、實(shí)現(xiàn)少數(shù)民族地區(qū)的永續(xù)協(xié)調(diào)、綠色發(fā)展,對促進(jìn)清水江流域乃至中國及世界的生態(tài)文明和法治文明均可能做出有益貢獻(xiàn)。
[Abstract]:The environmental ecological customary laws of the Miao and Dong ethnic groups, which are contained in the documents of Qingshuijiang River, are mainly concerned with the protection of the forest ecological environment, especially the "preservation and preservation" of forest resources. It contains the core value of long-term "coordinated development" of ecological environment and forestry circular economy in Qingshuijiang River basin since Ming and Qing dynasties. It will solve the contradiction between the development and ecological environment caused by the implementation of "returning farmland to forests" in the Qingshuijiang River basin and after the implementation of "returning cropland to forests" in ethnic areas of China, and it will carry out "accurate poverty alleviation" to achieve sustainable coordination and green development in ethnic minority areas. It may make a beneficial contribution to promoting the ecological civilization and the rule of law civilization in the Qingshuijiang River basin and even in China and the world.
