【摘要】：20世紀(jì)20年代中后期,隨著國(guó)民黨推行的商民運(yùn)動(dòng)逐步興起與擴(kuò)展,商會(huì)開(kāi)始遭遇前所未有的生存危機(jī)。修訂商會(huì)法以確保自身存在與發(fā)展的合法性,成為許多商會(huì)的強(qiáng)烈訴求。國(guó)民黨起初采取的策略模棱兩可,但在建立南京國(guó)民政府之后,從"革命的破壞"進(jìn)入"革命的建設(shè)"新階段,對(duì)商會(huì)性質(zhì)與作用的認(rèn)識(shí)也有所改變,最終于1929年8月頒行新商會(huì)法,商會(huì)隨之安全渡過(guò)政治危機(jī)而得以繼續(xù)合法存在。此次商會(huì)法的修訂不僅動(dòng)因獨(dú)特,而且進(jìn)程復(fù)雜,商會(huì)主動(dòng)參與的程度也較深。就總體而言,依照新商會(huì)法改組之后的商會(huì),仍基本上保留了獨(dú)立民間工商團(tuán)體的性質(zhì)。
[Abstract]:In the middle and late 1920s, the Chamber of Commerce began to encounter an unprecedented survival crisis with the gradual rise and expansion of the Shang and people's Movement carried out by the Kuomintang. Amending the chamber of commerce law to ensure the legitimacy of its existence and development has become a strong demand of many chambers of commerce. The strategy adopted by the Kuomintang at first was ambiguous, but after the establishment of the Nanjing National Government, the understanding of the nature and role of chambers of commerce also changed from "revolutionary destruction" to "revolutionary construction". Finally, in August 1929, the new Chamber of Commerce Act was enacted, and the Chamber survived the political crisis and continued to exist legally. The revision of the chamber of commerce law is not only of unique motivation, but also complicated, and the degree of active participation of chamber of commerce is deep. In general, the restructured chambers of commerce under the new Chamber of Commerce Act still largely retain the nature of independent private business groups.
