【摘要】：水產(chǎn)品質(zhì)量安全可追溯性對(duì)經(jīng)濟(jì)和社會(huì)發(fā)展至關(guān)重要,是保障水產(chǎn)品質(zhì)量安全重要的政策工具。美國(guó)的水產(chǎn)品質(zhì)量安全可追溯體系的建設(shè)處于世界領(lǐng)先水平,相關(guān)的法律和技術(shù)應(yīng)用體系已趨于完善成熟,值得我國(guó)相關(guān)部門(mén)的借鑒。基于水產(chǎn)品質(zhì)量安全可追溯政策工具的特點(diǎn),文章從中美兩國(guó)有關(guān)水產(chǎn)品質(zhì)量安全可追溯性的法律法規(guī)和相關(guān)標(biāo)準(zhǔn)體系、監(jiān)管部門(mén)設(shè)置和運(yùn)行、技術(shù)的發(fā)展和應(yīng)用方面進(jìn)行比較,通過(guò)比較發(fā)現(xiàn)相對(duì)于美國(guó)水產(chǎn)品質(zhì)量安全可追溯治理機(jī)制,中國(guó)有關(guān)水產(chǎn)品質(zhì)量安全可追溯的法律法規(guī)不明確;相關(guān)政府監(jiān)督機(jī)構(gòu)設(shè)置分工混亂、權(quán)責(zé)不明;水產(chǎn)品可追溯治理的信息化技術(shù)的應(yīng)用比較落后。最后,該文提出要完善法律法規(guī)標(biāo)準(zhǔn),打好水產(chǎn)品質(zhì)量安全可追溯體系的基礎(chǔ);整合管理部門(mén)資源,提供水產(chǎn)品質(zhì)量安全可追溯機(jī)制的保障;加強(qiáng)技術(shù)開(kāi)發(fā)運(yùn)用,推廣落實(shí)水產(chǎn)品質(zhì)量安全可追溯體系。
[Abstract]:Traceability of aquatic product quality and safety is very important for economic and social development, and it is an important policy tool to guarantee aquatic product quality and safety. The construction of aquatic product quality and safety traceability system in the United States is in the leading level in the world, and the related legal and technical application systems have tended to be perfect and mature, which is worthy of reference by relevant departments in our country. Based on the characteristics of the traceability policy tool of aquatic product quality and safety, this paper sets up and operates the regulatory department from the laws, regulations and related standards system of aquatic product quality and safety traceability in China and the United States. Comparing the development and application of technology, it is found that the laws and regulations on the traceability of aquatic product quality and safety in China are not clear compared with the traceability governance mechanism of aquatic product quality and safety in the United States. The establishment of relevant government supervision agencies is confused, the rights and responsibilities are not clear, and the application of the information technology of aquatic products traceability governance is relatively backward. Finally, the paper proposes to improve the standards of laws and regulations, lay a good foundation for the traceability system of aquatic product quality and safety, integrate the resources of the management department, provide the guarantee for the traceability mechanism of aquatic product quality and safety, and strengthen the development and application of technology. Promote the implementation of aquatic product quality and safety traceability system.
