【摘要】：基層治理法治化是全面依法治國方略在基層社會的具體實踐。針對我國當前在法治觀念、執(zhí)法效果、體制機制、群眾獲得感等層面存在的現(xiàn)實問題,推進基層治理法治化的有效路徑,要著重抓好法治體系、機制以及工程建設(shè)。這既要建立健全基層治理的法律法規(guī)體系、考核評價體系、法治監(jiān)督體系、科學決策體系"四個體系";又必須構(gòu)建法治宣傳教育工作機制、政府內(nèi)部權(quán)力運行約束機制、基層矛盾調(diào)處化解工作機制、重心下移力量下沉的法治工作機制"四種機制";更要致力于實施平安建設(shè)工程、信訪維穩(wěn)工程、法治惠民工程、隊伍建設(shè)工程"四大工程"。
[Abstract]:Grass-roots governance by law is the concrete practice of ruling the country according to law in the grass-roots society. In view of the practical problems existing in the aspects of the concept of rule of law, the effect of law enforcement, the system and mechanism of law enforcement, and the sense of obtaining by the masses in our country at present, the effective path of promoting the rule of law by law at the grass-roots level should be emphasized on the system, mechanism and engineering construction of rule of law. It is not only necessary to establish and perfect the system of laws and regulations, assessment and evaluation system, supervision system of rule of law and scientific decision-making system, but also to construct the mechanism of propaganda and education of rule of law, the mechanism of power operation and restraint within the government. "four mechanisms" should be adopted to resolve the basic level contradictions and resolve the problems, and the "four mechanisms" should be devoted to the implementation of the peace construction project, the petition maintenance project, the rule of law project and the team building project.
