【摘要】：南非廢除種族隔離制度后,新政府出臺(tái)了一系列政策來(lái)提高黑人在社會(huì)和經(jīng)濟(jì)上的地位,其中較有代表性的是《廣義黑人經(jīng)濟(jì)振興法》。本文通過(guò)對(duì)該法案內(nèi)容及實(shí)施過(guò)程的描述,評(píng)析其實(shí)施以來(lái)對(duì)南非的影響,發(fā)現(xiàn)法案實(shí)施之后,南非經(jīng)濟(jì)總量持續(xù)增加,受益人群逐漸擴(kuò)大,黑人收入上升明顯,地位日漸提高,對(duì)南非社會(huì)影響深遠(yuǎn);但問(wèn)題也同樣嚴(yán)重,黑人群體的貧富差距和失業(yè)仍在加劇,犯罪率上升,艾滋病泛濫,新的社會(huì)問(wèn)題逐漸浮現(xiàn),法案缺陷明顯。
[Abstract]:After the abolition of apartheid in South Africa, the new government issued a series of policies to improve the social and economic status of blacks. By describing the content and implementation process of the Act, this paper analyzes its impact on South Africa since its implementation. It is found that after the implementation of the Act, the total economic volume of South Africa has continued to increase, the beneficiary population has gradually expanded, and the black income has increased significantly. But the problem is also serious. The gap between the rich and the poor and unemployment of the black community is still increasing, the crime rate is rising, AIDS is flooding, new social problems are emerging, and the defects of the bill are obvious.
